Bilawal defends Sindh local govt amendment bill, says critics will eat humble pie

PPP Chairman Bilawal Bhutto-Zardari
PPP Chairman Bilawal Bhutto-Zardari on Monday defended the Sindh Local Government (Amendment) Bill 2021, saying that critics of the legislation would eat humble pie.

The Sindh Local Government Act was passed with amendments in the Sindh Assembly last week in a chaotic session that saw loud chants by a fervently protesting Opposition.

The PPP chairman, addressing a press conference in Karachi, said the law introduced by the Sindh government does not exist in any other province, as he slammed the critics.

He mentioned that the party is also making progress in Lahore, adding the people of Karachi and Lahore have pinned hopes on PPP.

“Karachiites believe that PPP can resolve their issues," he said, lamenting that everybody has the right to criticise but one should not lie.

Sharing details of the developmental projects under PPP, Bilawal mentioned that the party has been allotting houses since 1970 to the masses, while PTI has "just started this initiative now."

“PPP is the only party that understands the problem of the citizens,” the chairman boasted, highlighting that his party has given more powers to local body representatives.

Shedding light on the tenure of Asif Ali Zardari as the president, Bilawal mentioned that he gave all the powers to the Parliament.

“PTI is introducing systems of their own choice in Punjab; control of health and education system have been snatched from the representative of local government in Islamabad,” he said.

He mentioned that under the new Act, property taxes will also go to local bodies. “If local bodies collect taxes there will be no budget problem,” he maintained.

Bilawal continued: “Moreover, police, health and education sectors will be accountable to the local body representatives.

The chairman mentioned that PPP is regaining its lost trust as “we believe in serving the people.”

PM Imran launches health insurance programme for all residents of Punjab

Prime Minister Imran Khan
Prime Minister Imran Khan launched on Monday a programme to give health insurance to all residents of Punjab, announcing that by the end of March, all families in the province will get the 'Naya Pakistan Health Card'.

Under the scheme, families can avail free medical treatment of up to Rs1 million per year.

After Khyber Pakhtunkhwa, which began offering all its residents health insurance under the same scheme in February, Punjab is set to become the second province to offer its residents universal coverage.

Addressing the launching ceremony of the programme in Lahore today, Prime Minister Imran lauded Punjab Health Minister Dr Yasmeen Rashid and Chief Minister Usman Buzdar for spearheading the project in the province.

"This is a landmark, defining moment in the journey of Pakistan becoming a welfare state," the prime minister said.

He announced that a total of Rs440 billion would be spent on health insurance over a course of three years under the programme.

But, he added, "this is not just [about] health insurance. This is [about setting up] a health system."

The premier said the initiative would encourage the private sector to invest in establishing hospitals in villages and remote areas, where there were only hospitals.

"There is a lack of doctors in those areas, but now the private sector would invest in constructing hospitals in the poorest of areas as everyone will be able to [pay for medical] treatment through health cards," he explained.

On the occasion, Prime Minister Imran also said that Ehsaas Ration Card had been launched to tackle inflation.

"Those whose income is less than Rs50,000 [per month], they will be given the Ehsaas card, through which they will be able to get 30pc discount on wheat flour, ghee and lentils at kiryana stores until this spell of inflation ends," he said."The world is facing inflation and we are doing our best to facilitate our people."

Earlier in his speech, Prime Minister Imran said the health card initiative was aimed at addressing the difficulties that people, especially the poor, had to face when someone in their family fell ill and they were unable to get them treated.

He said he experienced similar difficulties and the "feeling of helplessness" first hand when his mother developed cancer and there was no hospital for treating the disease in Pakistan at the time.

"I had thought of [setting up] a health insurance system back then," he added.

He further recalled that he was criticised by the opposition for not imposing a complete lockdown following the advent of the coronavirus pandemic.

The premier explained that he had taken the decision as he was mindful of the difficulties daily-wage earners and the poor would have faced in case of a complete lockdown.

"But the elite here are least bothered about the poor," he lamented, adding that today, Pakistan was acclaimed across the world for the manner it dealt with the coronavirus pandemic.

"See how many people died in the neighbouring country, India. See how many died in Iran. And how their economy suffered. And then look at Pakistan," he remarked.

Before Prime Minister Imran, Punjab Chief Minister Buzdar also addressed the ceremony, saying that health was the top priority of his government.

He announced that the issuance of Sehat cards in Punjab would start from January and each resident of Punjab would be given health insurance worth 10 million under this programme.

"The cards have already been issued in two divisions — Dera Ghazi Khan and Sahiwal — of the province, and now they will be available to people in the rest of the seven divisions," he said.

Buzdar further stated his government was also establishing more hospitals in various cities of the province.

IHC grants extension to Rana Shamim for submission of original affidavit

IHC grants extension to Rana Shamim for submission of original affidavit
The Islamabad High Court deferred till December 20 the framing of contempt charges against former chief judge of Gilgit-Baltistan Rana Shamim and adjourned the hearing on an affidavit drafted by the former chief judge in which he had levelled serious allegations of judicial manipulation by ex-top judge of Pakistan Saqib Nisar.

Shamim had to submit a notarised original copy of the affidavit during today's hearing as per an earlier order of the high court, in which it had warned the former jurist that he had till today for the submission and his failure to comply would invite an indictment on contempt of court charges.

Shamim, the publisher and editor-in-chief of Jang Group, senior journalist Ansar Abbasi and resident editor Amer Ghouri appeared before the court during the hearing, headed by IHC Chief Justice Athar Minallah.

At the outset of the hearing, CJ Minallah remarked that an attempt was made to make the public lose trust in this court.

"An impression that the report concerning the affidavit gave shouldn't be given," CJ Minallah said, adding that the court will not tolerate it if it comes to betraying people's trust in this court.

He said that the court is conducting hearings on the cases for compliance of orders passed by the International Court of Justice.

"How is a court supposed to deal with cases of fundamental rights if the people don't have confidence in it?" he asked.

The court asked the parties to justify the publication of the story in light of international laws.

"An agency has an editor and editor-in-chief to keep a check on things," Justice Minallah remarked.

Pakistan Federal Union of Journalists (PFUJ) Secretary-General Nasir Zaidi stated that Ansar Abbasi is one of the "best journalists whose reports are based on facts".

"[The issue] should be published if the one who recorded the affidavit is confirming its authenticity," Zaidi said.

At this, the court inquired if the document should still be published even if it is confidential.

"Ponder over the headline of the news story published," Justice Minallah said, adding that reporting cannot be done this way on under-trial appeals.

An inquiry against the notary public can be initiated over the leak of a privileged document.

During the hearing, Attorney-General of Pakistan Khalid Javed Khan requested the court to direct Shamim to submit the original affidavit, and Abbasi and others to submit their counter affidavit in court.

The AGP apprised the court that Shamim has claimed to have couriered the original affidavit on December 9.

"It should take three days in sending the affidavit," he said.

He also read out Shamim's response on the show-cause notice issued to him and quoted Shamim as saying: "I would have released the affidavit to media after recording the affidavit in Pakistan if maligning the judiciary was intended."

The AGP asked those who have received a contempt of court notice to submit their counter-affidavits in court.

"Shamim's original affidavit will also be received by then, after which the process of the indictment of accused will be started," the AGP stated.

The court, seeking Shamim's original affidavit and counter-affidavits from other parties, accepted AGP Khan's request for an extension to issue the indictment to Shamim.
