Experts suggest biological method to control dengue in KP
The experts suggested biological method to reduce population of mosquitoes as 150 more people were affected by dengue virus in Khyber Pakhtunkhwa on Tuesday.

The new method has successfully been used in many countries for reduction in mosquitoes’ population and applying brakes on the vector-born ailment on durable basis.

“The new method has successfully been implemented by Brazil and Singapore through Wolbachia-infected mosquitoes. Both the countries have significantly reduced the population of mosquitoes biologically,” said Dr Asif Ali, the director of Institute of Pathology and Diagnostic Medicine at Khyber Medical University.

Dr Asif was part of the five-member team that visited WHO Collaborating Centre for Dengue Management in Singapore in 2018 following outbreak of dengue in 2017 that killed more than 70 people and infected more than 100,000. He said that not only dengue virus but other vector-borne diseases like yellow fever, zika virus and chikungunya could be also prevented biologically.

The visiting team also included officials of World Health Organisation (WHO), entomologists, clinicians and laboratory scientists. They got a week-long training in Singapore.

“Not only we saw scientific evidence about decrease in reproduction of mosquitoes and they also gave us assurance of their cooperation in putting the method into practice in the province,” said Dr Asif. He said that it was the only way to get rid of dengue virus. Otherwise, the virus would continue to appear every year and kill and infect people, he added.

Another member of the same team said that government had to follow the method for permanent solution to dengue.

“Our public health system is reactionary and not preventive. We need the later, which doesn’t cost too much while a lot of money is spent on curative side,” he said. He added that anti-mosquito spray was no solution as it polluted water and vegetables and entailed harmful impact on human health.

The expert said that every year spray was conducted in the affected areas but without any long-term results. “When we carry out spray outside a building, mosquitoes go inside or leave the place but remain alive. Dengue virus dies in over 40 Celsius and below 10 and vanishes in winter or severe heat but appears every year in ideal temperature,” he added.

Dengue fever has so far killed nine people and infected 9,492 others in Khyber Pakhtunkhwa. It is affecting each age group from small children to adults.

“The vicious cycle will continue so we need the new method to reduce their population,” he said. He said that spray and hygiene were tried but with limited success. He added that long-term effective solution was biological control through Wolbachia-infected mosquitoes.

The expert said that insecticides could still be used for a quick knock down once the population of a mosquito was already high, but the biological Wolbachia approach started early in the season could serve to keep the population low, prevent a population explosion, or may even eliminate a population of mosquito.

“Wolbachia are natural bacteria present in up to 60 per cent of insect species including some mosquitoes. However, Wolbachia are not usually found in the Aedes aegypti mosquito, the primary species responsible for transmitting human viruses such as Zika, dengue, chikungunya and yellow fever,” he said.

The expert said that the programme could be started in Peshawar that was home to more than 50 per cent of infected people. “People are unlikely to stay safe against mosquito-bites due to power shutdowns. People also store water, which is source of the mosquito breeding,” he added.

Thailand's legislature shot down on Wednesday a draft bill aimed at strengthening democracy, in which its backers sought to scrap or overhaul of key institutions they said had been hijacked by the military elite.

A joint session of the lower house of parliament and the Senate voted 473-206 to reject the bill, with six abstentions, which called for a constitution passed under a military junta in 2017 to be changed to ensure a clear separation of powers.

Thailand's government is still led by the architects of a 2014 coup, who remained in power after a 2019 election that its rivals say was stacked in the military's favour.

Prime Minister Prayuth Chan-ocha, the coup leader, has denied that.

The draft was backed by 130,000 petitioners and sought to abolish the 250-seat, junta-appointed Senate, and restructure the Constitutional Court and key state agencies.

The government's critics, including a formidable student-led protest movement that emerged last year, say democracy has been subverted by the military and its royalists' allies, who wield influence over independent institutions.

“The 2017 constitution protects and enables General Prayuth to extend his power by providing mechanisms of control through the Senate and independent agencies,” one of the bill's proponents, Parit Wacharasindhu, told legislators.

Since 2019, 21 bills have been proposed to parliament seeking constitutional amendments, only one of which has passed, which sought changes to the balloting system.

Pro-government lawmakers defended the constitution, reiterating that it was endorsed in a referendum and that the coup was necessary to address a political crisis.

“To only fix the problem of coup and its consequences without addressing the political problems that came before that, will that lead to a perfect democracy?” lawmaker Wanchai Sornsiri said during the debate.

Thailand has seen 20 constitutions and 13 coups since the end of absolute monarchy in 1932.

Addressing the media after opposition walked out from the session in protest, PPP Chairperson Bilawal Bhutto Zardari lambasted the the government for bulldozing amendments and said the opposition would raise voice against the move on all relevant forums.

"The entire nation must be informed that the government did not win but lost during the joint session today," he said.

Joint sitting of Parliament passes Electoral Reforms Amendment Bill motion
The joint session of the Parliament on Wednesday passed three important bills including the use of electronic voting machines (EVMs), the Second Election Amendment Bill 2021, and the Kulbhushan Jadhav bill allowing him the right to appeal amid the hues and cry of the opposition.

The bills related to the use of EVMs and Second Election Amendment Bill 2021 were presented by Adviser to Parliamentary Affairs Dr Bbar Awan in the joint session of the Parliament.

The bills were passed with the majority.

Later, the joint sitting also passed the bill allowing Indian spy Kulbhushan Jadhav to appeal in the ICJ. The bill was presented by Federal Law and Justice Minister Barrister Farogh Naseem.

Following the passage of the bills, the opposition started making hues and cry and tore the copies of the agenda. The Speaker NA tried to maintain the decorum of the house, but the opposition continued disturbing the house.

According to details, 221 lawmakers supported the motion while only 203 members of the opposition opposed the resolution.

Highly anticipated joint session of Parliament is underway as government hopes to pass about two dozen bills and the opposition prepares to give tough time to the treasury benches.

Addressing the session, Opposition Leader of National Assembly said that the government and its allies wanted to bulldoze important bills and termed it "illegal" and said that it spoiled the traditions of Parliament.

PML-N President said that initially the session was postponed and the government said it wanted to consult with the opposition on the issue but it was a ploy to buy time so that the government could secure the votes it needed. You had no intention of doing consultations on the issue, he added.

He said that there are always allegations of rigging during the elections but this is the first time in history that there are allegations of rigging before the elections. The "selected government" wanted to introduce EVMs because it can no longer ask the people for votes, he added.

PML-N President asked Asad Qaiser to defer the joint session so “comprehensive consultation” could take place on the matter of electoral reforms.

Foreign Minister Shah Mahmood Qureshi said that PTI doesn’t want to impose black law rather it is striving to eliminate the bad practices of previous governments.

Speaking in joint session of the Parliament, the minister said that questions were raised on every election conducted after 1970. The time has come to improve our direction and focus on the development of the country, he added.

Qureshi said that we are tabling the bills as we have required majority for their approvals. PTI government is determined to move forward in a democratic way, he expressed.

Opposition won’t accept next election if govt passes black laws: Bilawal

Chairman Pakistan Peoples Party (PPP) Bilawal Bhutto Zardari said that government is going forward with one-sided electoral reforms which have never before been seen in the country’s history.

While referring to previous government former PM Nawaz Sharif, Bilawal said that the PML-N had clear majority and if it unilaterally decided and used the majority to force reforms, then the PTI and the PPP would not have been able to do anything.

"If they had decided to introduce a constitutional amendment, then we would have to accept their decision. But they achieved a consensus," he said.

He said that if we carried out reforms together then the next election would not be controversial and it would have been Khan Sahab’s success.

However, he said that the opposition would not accept the results of the next election if the government continued in the manner it was proceeding in.

He also reminded the speaker that he is the custodian of the National Assembly of Pakistan and had agreed in writing with the Opposition that whatever legislation is brought in will be done with consensus.

Speaking about the EVM, he said even the Election Commission of Pakistan (ECP) has rejected it and raised 37 serious objections over the machine.

Earlier, Qureshi said that the government intends to introduce important laws that will ensure transparency in elections and protect people s rights.

Talking to the media in Parliament House, he said the legislation being carried out today would strengthen democracy and democratic institutions in the country.
