Mohammad Hafeez withdraws from Bangladesh tour

Former captain Mohammad Hafeez has decided to withdraw from the Bangladesh tour.

Shedding light on the reasons behind his withdrawal, the sources said that Hafeez wants to provide an opportunity to young players.

The Pakistan Cricket Board (PCB) is likely to announce the squad in a day or two, however, Muhammad Hafeez will be replaced by Iftikhar Ahmed.

Pakistan team will leave for Dhaka directly from Dubai as the green shirts are scheduled to play two Tests and three T20 matches in Bangladesh.

The T20 matches are to be played on November 19, 20, and 22, followed by a Test series that starts with the opening Test from November 26 and the second Test from December 4.

However, it is still not confirmed that in case Pakistan wins the trophy, will the national team stop by in Pakistan or not.

TLP announces end to Wazirabad dharna
The Tehreek-e-Labbaik Pakistan (TLP) announced ending its sit-in protest Monday, after it held successful talks with the government a couple of days ago.

TLP leader Syed Sarwar Shah announced that the party was ending its sit-in protest and its workers would go back to Masjid Rahmatulil Alameen.

"Mufti Muneeb ur Rahman had given us the guarantee and told us to go back to Masjid Rahmatulil Alameen when 50% of our demands are met," Sarwar Shah said, addressing participants of the dharna.

"[He had also guaranteed] that Saad Rizvi will attend the Urs [Khadim Hussain Rizvi's first death anniversary] with us," he said to slogans from the crowd.

"We will not go to our homes, we will go to Masjid Rahmatulil Alameen," he said, reiterating that TLP chief Saad Rizvi will be among his supporters on the occasion of his father's first death anniversary.

TLP no longer proscribed outfit

A day earlier, the TLP ceased to be a proscribed organisation after the government accorded approval to a summary by the Ministry of Interior, asking for its removal from the First Schedule of the Anti-Terrorism Act, 1997.

TLP was placed in the said schedule in April 2021 on the recommendation of the Punjab home department.

According to the notification: "The provincial cabinet has considered the request of the organisation and in view of the assurance and commitment by the organisation, is of the opinion that the said organisation shall abide by the Constitution and laws of the country and therefore, keeping in view the larger national interest and long term perspective to ensure that such incidents do not recur in future, the government of Punjab has proposed to the federal government to consider revoking of proscription of Tehreek-e-Labbaik Pakistan."

The notice goes on to state that "in exercise of the powers conferred under sub-section (1) of Section 11U of the Anti-Terrorism Act, 1997 (as amended), the federal government is pleased to remove the name of Tehreek-e-Labbaik Pakistan from the First Schedule of the said Act as a proscribed organisation for the purposes of the said Act".

On November 4, Chief Minister Punjab Usman Buzdar granted the initial approval to the summary sent to him by the Punjab home department for the revocation of the TLP's proscribed status.

After granting preliminary approval to the summary, the chief minister sent it to the Federal Cabinet to take a final decision regarding the matter through circulation.

The cabinet wing of the services department sent the summary to all the ministers of the province for their signatures, with sources saying that the summary needs the support of at least 18 ministers to be approved.

As per the rules, if no reply is received within three days, the summary was to be considered approved.

Meanwhile, in compliance with a secretive deal between the government and the proscribed TLP, the Punjab government had decided to remove the names of at least 90 activists of the proscribed outfit from the fourth schedule.

The decision was taken during a meeting chaired by Law Minister Punjab Raja Basharat in Lahore.

The meeting also decided to release 100 other activists of the organisation from different jails in the province and reviewed the decisions taken by the steering committee formed to deal with all TLP-related matters.

Punjab Inspector General of Police (IGP) Rao Sardar Ali Khan, Additional Chief Secretary Home Zafar Nasrullah and others were present in the meeting.

Adviser to the Prime Minister on Finance Shaukat Tarin has said that income tax and GST will have to be paid by everyone.

Addressing the Kamyab Jawan Convention in Islamabad on Monday, the finance adviser said that businessmen and traders from all over Pakistan had met. He said he told the businessmen that we all have to pay taxes because if you do not pay taxes, you have no right to vote.

He said that income and GST have to be paid and that all other taxes will be deducted. "We will not be forced to beg [people] to pay [their] taxes," he said.
The finance adviser said that if people in the small and medium enterprises (SME) and IT sectors do not have money, they will give it.

He assured to fully support the agriculture, SME and IT sectors to take forward the country, saying that a fund will be established to provide finances to those associated with the SMEs and IT sectors.

It is the vision of Prime Minister Imran Khan to extend every possible facilitation to the youth so that they can better serve the nation, Tarin said, adding that the Kamyab Jawan Program has been started with the same purpose - to exploit the potential of the youth.

The adviser said that interest free agriculture and business loans are being provided under another initiative of the youth programme, which has been started to uplift about four million marginalised families.

Speaking on the occasion, Special Assistant to Prime Minister on Youth Affairs Usman Dar said Rs30 billion have been disbursed to the youth under the Kamyab Jawan Program.

He said that a remaining Rs70 billion will be disbursed till 2023.

The Ministry of Finance (MoF) has termed SOPs issued by the Ministry of Kashmir Affairs and GB (KA&GB) for the execution of projects under the federal Public Sector Development Programme (PSDP) as an interference in affairs of the two regional governments.

The matter was scrutinised after both the governments of Gilgit Baltistan (GB) and Azad Jammu and Kashmir (AJK) expressed concerned about a long list issued earlier in April this year.

According to sources, the MoF, in its views shared with the Prime Minister office, Ministry of Planning, Development and Special Initiatives and other stakeholders concerned, has made it clear that the KA&GB ministry has a limited role under the law.

As per Rules of Business, 1973, the federal government only allows the ministry the role of processing cases in the Central Development Working Party (CDWP) and Executive Committee of National Economic Council (ECNEC) and coordination between the center and regional governments.

However, the KA&GB ministry had issued SOPs which drastically curtailed powers of the regional governments, especially GB, to execute development projects. Besides creating hurdles in the execution of development projects, the SOPs also hindered financial transactions for AJK and GB.

While discussing the issue in a recent meeting held at PM House, Prime Minister Imran Khan had sought views of the MoF for resolution of the issue.

According to an official statement issued after the meeting, the premier asked the authorities concerned to clear all legal and procedural hiccups to facilitate the people of GB who have to travel long distances to reach Islamabad for getting their issues resolved.

“However, despite all other ministries showing favor of authorising AJK and GB to execute development projects and financial transactions, the KA&GB ministry was reluctant to accept the two governments’ financial autonomy as it meant losing the power to supervise the them,” sources said.

In the letter to the PM’s Office, the MoF has said that since employees of AJK and GB are not federal government employees and the KA&GB division has no control over those employees, the ministry is not competent to issue instructions to any institution under the regional governments.

As per the MoF, the SoPs issued by secretary KA&GB would ultimately create administrative problems, besides putting provincial employees in an awkward position when instructions are issued from different quarters.

It may be mentioned here that fund releases of the federal PSDP to AJK were already being made directly from the finance division, which takes hardly a week. However, the same procedure has yet to be made possible for GB. The GB government had demanded an extension of the same system to its government in order to ensure fast implementation on development projects in the area.

According to an official privy to the matter, the deputy chairman Planning Commission, during a meeting on the development plan of GB last month, had also agreed to make releases to GB directly from the finance division instead of making the payments through the KA&GB ministry, which takes over 40 days to fulfill formalities.

It is worth mentioning here that as per the SOPs issued by the Ministry KA&GB on April 6, all project directors are required to approach it directly without involving respective departments under the GB governments.

“The mandate in the affairs of PSDP projects will vest in the ministry, and no other authority without the approval of secretary KA&GB shall perform the same,” the order read, further stating: “the opening bids for award of contract/consultancy shall be carried out in the ministry, or outside of ministry with prior approval of secretary KA&GB.”

The development had raised questions over the intentions of federal government that has repeatedly claimed of working on granting provincial status to GB through a constitutional amendment.

The letter has over a dozen points that renders the regional government ineffective with regard to PSDP projects being executed in GB.

It is pertinent to mention here that the incumbent government had announced a historic five year development package for GB earlier this year. Under the package Rs370 billion would be released for GB to carry out various development projects till FY26.

Australia to tour Pakistan next year for first time since 1998
The Pakistan Cricket Board (PCB) has revealed the schedule of Australia's tour of Pakistan, scheduled to take place in March-April next year.

Tim Paine's Australian side is scheduled to visit Pakistan and take on the Men in Green for three Test matches, an equal number ODIs and one T20 match next year.

The first Test match between the two sides will be played from March 3 in Karachi while the second Test will be played from March 12-16 in Rawalpindi.

The teams will then play a third Test match in March 21-25 in Lahore.

The Tests will be played as part of the ICC World Test Championship, while the ODIs will be connected to the ICC Men’s Cricket World Cup Super League – a 13-team event from which the seven highest-placed sides and the hosts, India, will qualify directly for the event proper in 2023.

All four white-ball matches of the series will take place in Lahore from March 29 to April 5, confirmed the PCB.

This will be the first time that an Australian side will be visiting Pakistan to play a cricket series here after 24 years.

The last time an Australian squad played a series in Pakistan was in 1998 when Mark Taylor led them to a 1-0 series victory – their first since Richie Benaud’s side defeated Fazal Mahmood’s team by 2-0 in the 1959-60 series. Between the two series, Pakistan hosted Australia in 1964-65 (drew 0-0), 1979-80 (won 1-0), 1982-83 (won 3-0), 1988-89 (won 1-0) and 1994-95 (won 1-0).

Pakistan staged the last four series with Australia offshore – 2002-2003 (Colombo and Sharjah, Pakistan lost 3-0), 2010 (drew 1-1 in England), 2014-15 (won 2-0 in the UAE) and 2018-19 (won 1-0 in the UAE).

PCB Chairman Ramiz Raja, who played eight Tests and 18 ODIs against Australia: “I am delighted to welcome Australia to Pakistan. From a personal point of view, it pleases me no end that we’ll be engaged in a three-Test match series, connoisseurs delight.

“Australia are one of the high-performing sides and them playing in our backyard for the first time after a gap of 24 years will be a special treat for the fans.

“Likewise, it will be a great opportunity for the Australia cricketers to not only play at our iconic venues but also feel and enjoy the respect, love and hospitality that this great country offers, something which most of their previous generation of cricketers missed out by playing offshore.”

Afghanistan is a country which is starting to feel the very real fear of hunger. The weather is turning from early autumn warmth to a sharp chill. Several areas are reporting drought, which adds to the sense of growing catastrophe.


According to the World Food Programme over 23 million people are “marching towards starvation” in the country.

At Maidan Wardak, 50 miles west of Kabul, a crowd of several hundred men had gathered in the hope of getting flour from an official distribution point. The flour was provided by the World Food Programme.

Taliban soldiers kept the crowd reasonably quiet, but people who were told they weren't eligible for a hand-out were angry and frightened.

"The winter is nearly here," said one old man. "I don't know how I'll get through it if I can't make bread".

The WFP is faced with having to raise its supplies to Afghanistan to help more than 22 million people.

If the weather is as bad as experts are predicting this winter, the expectation is that large numbers will be threatened with acute hunger and widespread famine.

Before the Taliban took power in Afghanistan in August, there was confidence that the government of President Ashraf Ghani would be able to cope with the threat of a bad winter, given the help of the international community. That help evaporated when Mr Ghani's government collapsed.

Western countries have cut off their aid to the country, since they don't want to be seen to help a regime which bars girls from education and is in favour of reintroducing the full range of sharia punishments.

Now the snow is beginning to settle on the nearby mountain-tops and there is a new sharpness in the air. The winter will very soon be here, and huge numbers of people will be on the very brink of catastrophe.
