Govt to divert funds for people’s relief from inflation: CM KPK

Khyber Pakhtunkhwa Chief Minister Mahmood Khan has admitted that price hike has hit hard the poor segments of society, but promised he was going to divert a part of the Rs150 billion development programme to provide some relief to people from inflation.

The chief minister, who performed the groundbreaking of the Rs3 billion Siren Right Bank Canal project and Rs2 billion Nawaz Abad Mundi Mali Road project, also announced a medical college for the Mansehra district.

“I laud Prime Minister Imran Khan for announcing the country’s largest relief package of Rs135 billion, and I will follow the suit and divert money earmarked in the budget under the development head to give some relief to the inflation-hit people,” Mr Mahmood said.

He said his government was also going to launch an education card scheme for the youngsters to help them attain higher education without being worried about financial constraints.

Mahmood Khan also announced the upgradation of Baffa-Pakhal tehsil to a subdivision and said federal railways minister Azam Khan Swati should extend railway track from Havalian to Mansehra.

He also announced two degree colleges, upgradation of dozens of primary, middle and high schools on the demand of the federal parliamentary secretary MNA Salah Mohammad Khan.

Earlier, Salah Mohammad presented a list of demands, which was mostly approved by the chief minister.

Speaking on this occasion, federal communications minister Murad Saeed said Karakoram Highway would be blacktopped from Mansehra to Shinkiari.

“Prime Minister Imran Khan has for the first time spent Rs66 billion on tourism promotion which will attract foreign tourists to the country,” he said.

Federal ministers Umar Ayub, Azam Khan Swati and MPA Ahmad Hussain Shah also spoke on the occasion.

Iraqi PM Mustafa al-Kadhimi survives drone attack on residence

Iraqi Prime Minister Mustafa al-Kadhimi escaped unhurt after a drone laden with explosives targeted his residence in Baghdad early on Sunday, said the military.

The attack, which security sources said injured several members of Kadhimi's personal protection detail, came after protests in the Iraqi capital over the result of a general election last month turned violent.

The United States Department of State condemned the attack and offered assistance with the investigation.

"This apparent act of terrorism, which we strongly condemn, was directed at the heart of the Iraqi state," spokesman Ned Price said in a statement. "We are in close touch with the Iraqi security forces charged with upholding Iraq’s sovereignty and independence and have offered our assistance as they investigate this attack."

The groups leading protests and complaints about the result of the October 10 vote are heavily-armed Iran-backed militias which lost much of their parliamentary power in the election. They have alleged voting and vote-counting irregularities.

No group immediately claimed responsibility for the attack on Kadhimi's residence in Baghdad's fortified Green Zone, which houses government buildings and foreign embassies.

A statement from the Iraqi military said that the attack targeted Kadhimi's residence and that he was in "good health". It provided no further detail.

Kadhimi's official Twitter account said the prime minister was safe and called for calm.

Two government officials said Kadhimi's residence had been hit by at least one explosion and confirmed to Reuters that the prime minister was safe.

Security sources told Reuters that six members of Kadhimi's personal protection force stationed outside his residence had been injured.

Western diplomats based nearby in the Green Zone said they heard explosions and gunfire in the area.

Supporters of Iran-aligned militia groups which have grown their power in parliament and government in recent years have protested the results of the October election.

Demonstrations by their supporters turned violent on Friday when protestors pelted police with stones near the Green Zone, injuring several officers.

The police responded with tear gas and live gunfire, killing at least one demonstrator, according to security and hospital sources in Baghdad.

Independent analysts say the election results were a reflection of anger towards the Iran-backed armed groups, which are widely accused of involvement in the killing of nearly 600 protesters who took to the streets in separate, anti-government demonstrations in 2019.

Pakistan, Iran set $5bn trade target by 2023
Pakistan and Iran have agreed to take measures to expand the annual trade exchanges to $5 billion by the year 2023.

“Understanding of the new trade target was reached during the ninth meeting of Iran-Pakistan Joint Trade Committee held in Tehran,” said a commerce ministry official announcement released on Saturday.

Iranian Minister of Industry, Mines and Trade Reza Fatemi Amin said both countries were determined to expand annual trade exchanges.

Emphasizing the need for accurate programming in a way that provides Pakistani partners with the opportunity to invest in Iran, the minister said that hurdles would be lifted within three months to pave the way for expansion of free trade.

Mr Amin noted Pakistani and Iranian officials had already held talks on economic cooperation and the joint trade committee was tasked with paving the ground for enhancing trade ties between the two countries.

He referred to the determination for expansion of bilateral economic relations, stipulating that Iran was ready to remove obstacles in the way of developing trade exchanges with Pakistan in a bid to enhance economic ties with the neighboring country.

The joint committee pursues issues such as the free trade agreement (FTA) between the two countries as well as organizing exhibitions.

The meeting was attended by senior Iranian and Pakistani authorities as well as business and banking officials.

Reciprocating same feelings, Adviser to the PM on Commerce Abdul Razak Dawood said Pakistan also wished to enhance bilateral trade with Iran.

He offered to expand trade in the field of transportation, increase the basket of barter trade, build joint border markets as well as reduce tariffs.

Both countries have already made planning and agreements on strategic cooperation, the adviser recalled, adding they were yet to be implemented. “I express the hope that necessary steps will begin from today,” he said.

Iranian official news agency, IRNA, quoted the Iranian minister of industry as saying that Tehran and Islamabad had planned to cooperate in the areas of home appliances and dairy.

The minister said Iran and Pakistan despite being two important countries in the region had so far not used properly their economic capacities. He said trade obstacles to free trade between Tehran and Islamabad would be removed within the next three months.

Pakistan has a narrow export basket to Iran, as 63 per cent of the exports comprised rice alone. A preferential trade agreement (PTA) was signed with Iran in 2006. Tariff concessions were granted to Iran on 309 tariff lines whereas Pakistan was given concessions on 338 tariff lines. Major sectors covered under the PTA were rice, fruits, cotton, cotton yarn, pharmaceutical products and cutlery.

In the year 2017, both sides also decided to finalise the proposed FTA by November. The trade negotiating committee of both countries held two rounds of discussions on the FTA when it was projected that the agreement would increase bilateral trade from $300 million in 2016 to $5 billion by 2021.

However, unavailability of a payment mechanism casts a shadow on the viability of a much-awaited agreement.

Until the regular banking channel was established for a mode of payment, the target to increase trade to $5bn in the next two years might also remain only on paper, a senior officer of the commerce ministry said.

“If there is no payment mechanism, then there is no importance of such an agreement,” the officer added.

While Iran has about 959 joint border crossings with Pakistan, it remains to be seen how many border crossings will be declared for trade.

Massive fuel tanker explosion kills 99 in Sierra Leone
At least 99 people were killed and more than 100 injured in the capital of Sierra Leone late on Friday when a fuel tanker exploded following a collision, local authorities said.

Emergency crews worked to clear the scene on Saturday in Freetown's eastern suburb of Wellington where a burnt body and the blackened shells of cars and motorbikes blocked the road following the crash, a Reuters reporter said.

The wounded were treated in hospitals and clinics across the capital, deputy health minister Amara Jambai told Reuters.

Victims included people who had flocked to collect fuel leaking from the ruptured vehicle, Yvonne Aki-Sawyerr, mayor of the port city, said in a post on Facebook, although that post was later edited to remove the reference.

"We've got so many casualties, burnt corpses," said Brima Bureh Sesay, head of the National Disaster Management Agency, in a video from the scene shared online. "It's a terrible, terrible accident."

Videos shared online shortly after the explosion showed people running through clouds of thick smoke as large fires lit up the night sky. Reuters was not able immediately to verify the images, but witnesses described the horror.

"We are all in shock. A lady I had just bought bread from died. A lovely woman. I can’t get over this grief," said Abdul Kabia, crying at the crash site surrounded by mangled vehicles.

The crash provided a major challenge for Freetown's health service already creaking from years of underfunding. The 2014-2016 Ebola epidemic gutted the country's ranks of medical staff, 250 of whom died, and the system has not recovered.

Connaught Hospital was overwhelmed with the influx of patients, so some of the injured were moved to other locations, including a military hospital, said Swaray Lengor, a programme manager at the International Federation of Red Cross and Red Crescent Societies.

"The situation at the hospital, especially Connaught hospital ... is overwhelming. Inadequate medical consumables and bed capacity," Lengor told Reuters by text message. "NGO partners were requested to support with equipment, medical commodities and food."

The death toll would likely rise, he said.

The World Health Organization said it would send supplies and deploy specialists in burn injuries.

"We will provide more support as needed at this terrible time for the people of Sierra Leone," it said on Twitter.

Accidents with tanker trucks in Sub-Saharan Africa have previously killed scores of people who gathered at the site to collect spilled fuel and were hit by secondary blasts.

In 2019, a tanker explosion in Tanzania killed 85 people, while around 50 people were killed in a similar disaster in Democratic Republic of Congo in 2018.

"My profound sympathies with families who have lost loved ones and those who have been maimed as a result," President Julius Maada Bio tweeted. "My government will do everything to support affected families."

101,447 skill scholarships, 16,617 business loans given to youths: PM Imran

Special Assistant to Prime Minister on Youth Affairs Usman Dar Saturday told Prime Minister Imran Khan Saturday that 101,447 skill scholarships worth Rs 4.7 billion had so far been distributed among the youths under Kamyab Jawan Skill for All Program.

The SAPM, during a meeting with the prime minister, told that 16,617 concessional business loans totaling Rs 23 billion had also been given to the youths under Youth Entrepreneur Scheme.

Usman Dar, who presented a two-year report on the performance of the Kamyab Jawan Program told the prime minister that under the Program, five more pro-youth initiatives would be launched soon.

The initiatives include the establishment of Kamyab Jawan Centers in 106 universities, the launch of Green Youth Movement, Kamyab Jawan Innovation League, Kamyab Jawan Talent Hunt Sports League, Kamyan Jawan Sports Academies, and Sports Gala.

Prime Minister Imran Khan emphasized all-out measures for the inclusion of youth in all sectors to make them contribute to achieving the great goals.

He said 68 percent of Pakistan’s population was below 30 years of age and that was why the government was striving for converting this huge population into a great asset to benefit from their capabilities through education and skill training.

The prime minister said the government was focused on exploiting the youth’s energy for the socio-economic development of the country as they were the catalyst of a change in society.

Federal cabinet has approved TLP's de-proscription
The federal cabinet on Saturday approved the de-proscription of the Tehreek-e-Labbaik Pakistan (TLP), after the political party and the government had struck a secretive deal earlier this week, sources said.

The federal cabinet approved the removal of the party's proscribed status through a circulation summary sent by the interior ministry, sources said, which mentioned that TLP has assured the government it will not organise violent protests in the future.

Two days back, Chief Minister Punjab Usman Buzdar granted the initial approval to the summary sent to him by the Punjab home department for the revocation of the TLP's proscribed status.

After granting preliminary approval to the summary, the CM had sent it to the Ministry of Interior to take a final decision regarding the matter through circulation.

The Ministry for Interior, after receiving the summary to change TLP's status, had sent it to the federal cabinet earlier today, the sources said.

In line with the deal struck with the TLP, the Punjab government has already removed the names of 48 TLP workers among 90 from the fourth schedule.

The provincial government also decided to release 100 other activists of the proscribed organisation from different jails in the province.

On November 2, the government began implementing the accord with TLP, with reports suggesting that it had released more than 800 supporters of the party arrested across Punjab.

The government signed an accord with the proscribed outfit last Sunday, under which workers of the organisation who are not facing any formal criminal charges were to be released. The amnesty will also extend to the party's top leader, Saad Rizvi.
