Matters with IMF 'settled', agreement to be signed this week: Shaukat Tarin
Adviser to the Prime Minister on Finance and Revenue Shaukat Tarin on Monday announced that an agreement with the International Monetary Fund (IMF) over the revival of the $6 billion Extended Fund Facility (EFF) had been reached and a formal accord will be signed later this week.

The deadlock between the Pakistan government and the IMF broke after the two sides decided to show some flexibility in their respective stances on the issue of granting autonomy to the State Bank of Pakistan (SBP).

Sources told Dawn that the IMF was not happy with Islamabad backtracking on its commitment of granting aut­o­nomy to the SBP, prompting the Washington-based lending agency to halt the resumption of a $6bn loan facility. In March 2021, Pakis­tan had reached an agreement with the Fund on granting autonomy to the central bank, which was also approved by the IMF board.

Pakistan’s economic team, led by Tarin, has had several rounds of talks with the Fund officials to apprise them of the numerical strength of the ruling Pakistan Tehreek-i-Insaf in the lower and upper houses of parliament where the Constitution will be required to be amended to grant autonomy to the SBP.

West Indies women's cricket team arrives in Pakistan
The West Indies women’s cricket team arrived in Pakistan on Monday to play an ODI series against the home side.

The squad landed at the Jinnah International Airport and headed to a hotel where they will undergo a mandatory isolation period of three days before commencing their training sessions at the National Stadium from November 4.
During the Pakistan tour, the guest team will play three ODIs against Pakistan.

The first clash between the West Indies and Pakistan is scheduled for November 8. Both teams will face each other in the second match on November 11 and will play the last ODI of the series on November 14.

The West Indies women's team last played an ODI series in Pakistan in 2004. However, the side led by Merissa Aguilleira toured Pakistan in early 2019 to play three T20Is.

Earlier, three members of the Pakistan women’s cricket team tested positive for COVID-19, which was announced by the Pakistan Cricket Board (PCB) on October 28.
In a statement, the PCB had confirmed that the women’s team members tested positive during a routine COVID-19 testing. The players had been participating in the pre-West Indies series camp at the Hanif Mohammad High-Performance Centre in Karachi.

The PCB had said that the three players infected with COVID-19 had been placed in a 10-day quarantine. However, the other squad members will remain in isolation till November 2 and undergo tests every alternate day, starting tomorrow, to stem any potential spread of the virus, the statement had read.

Biden talks F16s, raises human rights at meeting with Turkey's Erdogan
U.S. President Joe Biden told Turkish President Tayyip Erdogan his request for F-16 fighter jets had to go through a process in the United States, while Erdogan said his counterpart was "positive" toward the jet sale.

Ties between Ankara and Washington have been strained over a host of issues in recent years, from policy differences in Syria to Turkey’s purchase of Russian S-400 missile systems, human rights and legal matters. The United States has also sanctioned Turkey over the S-400s.

Days after the allies narrowly averted a diplomatic crisis over jailed philanthropist Osman Kavala, Biden and Erdogan met on the sidelines of the G20 summit in Rome. Biden also raised the issue of human rights, a U.S. senior administration official told reporters.

"President Biden reaffirmed our defense partnership and Turkey’s importance as a NATO Ally, but noted U.S. concerns over Turkey’s possession of the Russian S-400 missile system," the White House said in a statement after the meeting.

The Turkish presidency said the two leaders had agreed to form a joint mechanism to strengthen ties, while a senior Turkish official said the talks were held in "a very positive atmosphere".

Speaking to reporters in Rome, Erdogan said he reiterated to Biden Turkey’s opposition to U.S. support for the Syrian Kurdish YPG - a U.S. ally in the fight against Islamic State in northeast Syria but deemed a terrorist group by Ankara.

"Undoubtedly, I conveyed to him (Biden) our sadness with the support these terrorist organisations in Syria... are receiving from the United States," Erdogan said. "I also told him these issues were steps that could damage our solidarity."

Ankara had previously ordered more than 100 F-35 jets, but Washington removed Turkey from the programme after it bought the S-400s. Turkey has called the move unjust and demanded reimbursement for its $1.4 billion payment.

Erdogan has said that payment should be used to finance some of Turkey’s request to buy 40 F-16s and nearly 80 modernisation kits, but Washington has said it had made no financing offers to Ankara.

Erdogan said he asked Biden for support in getting U.S. lawmakers to back the sale.

"While I saw Mr Biden’s positive approach on this matter, another aspect of the issue is the House of Representatives and Senate," he said.

On Saturday, a different U.S. administration official said that Biden would warn Erdogan against "precipitous" actions and that crises should be avoided after the Turkish leader last week threatened to expel 10 foreign envoys, including the U.S. envoy, for seeking Kavala’s release. Erdogan withdrew his threat on Monday.

Corona claims 6 more lives in 24 hours
Pakistan has reported 6 deaths in the last 24 hours by novel coronavirus as the number of positive cases has surged to 1,273,560. The nationwide tally of fatalities has jumped to 28,456 on Monday.

According to the latest figures by the National Command and Operation Center (NCOC) 482 persons tested positive for COVID-19 in the past 24 hours.
Punjab remains the worst-hit province in terms of deaths followed by Sindh and Khyber Pakhtunkhwa.

Till now 12,918 individuals have lost their lives to the epidemic in Punjab 7,568 in Sindh 5,748 in KP, 940 in Islamabad, 740 in Azad Kashmir, 356 in Balochistan, and 186 in GB.

Roads in Pindi begin to open as TLP, govt reach agreement
Life in the city began returning to normality on Sunday night when the City Traffic Police started removing containers, concrete blocks and barricades from Murree Road and its arteries after the government and the proscribed Tehreek-i-Labbaik Pakistan (TLP) reached an agreement.

The traffic police in a press statement said containers were being removed from roads that were blocked. The district administration of the twin cities on Tuesday had blocked Faizabad intersection while law enforcement agencies began sealing areas and roads with containers to prevent TLP protesters from entering the federal capital territory.

“All the containers from Murree Road are being removed with the help of heavy cranes and diversions from Saddar to adjoining roads are also being removed,” the statement said, adding the road from 9th Avenue signal is being opened to traffic on Stadium Road.

 

Not only residents of the city but also police personnel, who had been called from other districts for duty, had been facing problems due to the tense situation.

Police personnel deployed in different parts of the city, especially those declared sensitive, were directed to remain on the duty point for 12 hours a day. In some of these spots, they had no access to a place for sleeping or toilets besides not having any food or tea.

“Yes, a cup of tea was given to the police on Friday but we have no blanket or any other thing to cover us especially when it is cold at night,” a police official said.

Snapshots on social media showed a police squad stationed at the metro bus station lying on the ground whereas some could be seen sleeping on chairs and so on.

On the other hand, a spokesman for the district police disputed the claims of police officials that they were not given food or accommodation.

He said: “The police officials called for special duty are given paratha with egg (tortilla with fried egg) with a cup of tea in the morning, refreshment in the afternoon and rice (pulao) at night.”

The inspector general of police Punjab had already directed district police chiefs (DPOs) and city police officers (CPOs) to ensure that arrangements were made for safe accommodation, administration, food and welfare of the arriving force to assist the local police.

Although there was no protest or demonstration by TLP activists in Rawalpindi’s downtown areas over the last week, the residents, particularly those living in areas adjacent to Murree Road, had been experiencing problems as a result of blocked roads.

Motorcycle riders, on the other hand, amassed a sizable fortune by carrying passengers when no other vehicle was capable of doing so due to the road closures.

After sunset on Sunday, people stuck in different areas were able to move ahead as containers were removed from roads.

Meanwhile, shortage of food and edibles in main markets of the garrison city has been reported due to the road blockades.

Rawalpindi Merchant Association President Saleem Pervaiz told Dawn that the supply of grains from central and southern Punjab was stopped due to the closure of Grand Trunk Road. He said traders had informed the district administration about this, adding, however, the supply would be improved as roads were opening.

On the other hand, people could not visit bazaars and markets in downtown area and Saddar, the main commercial hub of the cantonment, due to closure of main roads.

Mohammad Anwar, resident of Tipu Road said he could not do weekly shopping from Raja Bazaar.

Ahmed Saleem, a resident of Arya Mohallah, said his motorcycle developed a fault but there was no workshop open on Murree Road. He said prices of edibles increased manifold as shopkeepers charged more while making excuses about road closures.

Train services between Rawalpindi, Lahore and Karachi remained suspended for the last five days, however, they will open on Monday.

A senior official of Pakistan Railways said that they were trying to run the trains, adding the government’s directives in this regard were awaited.

Deputy Commissioner Mohammad Ali told Dawn that roads will be open by Monday morning. He said the roads had been closed for security purposes to avoid any tension in the garrison city.
