The novel coronavirus claimed 40 more lives across Pakistan during the PAST 24 hours, lifting the overall tally of fatalities to 27,246.

According to the National Command and Operation Centre (NCOC), as many as 51,348 samples were tested, out of which 2,167 turned out to be positive for the viral disease.
The country’s tally of infections rose to 1,226,008 after 2,167 new cases were reported.

The positivity rate of infections was recorded at 4.22 per cent as compared to yesterday’s 4.68 per cent, the NCOC said, adding the number of Covid-19 patients in critical care in the country stands at 4,840.

Pakistan has conducted 18,903,808 tests to diagnose COVID-19 so far.
Sindh remains the worst-hit province with 450,787 COVID-19 cases, followed by Punjab with 422,790 infections.

Islamabad has registered 104,242 cases so far, while 171,388 cases have been reported in Khyber Pakhtunkhwa (KP).

Balochistan has registered 32,722 cases. Azad Jammu and Kashmir 32,769 cases and GB has reported 10,245 infections so far.

TikTok comes up with mechanism to discourage indecency

TikTok has launched an Urdu-language “safety centre” in the country in order to ensure that videos shared through the platform do not overstep the guidelines spelled out by the government.

The decision comes in the wake of complaints that some of the videos created by users are too explicit and go beyond the bounds of decency.

The telecom regulator banned TikTok in the country a few months ago after receiving complaints that the platform gives excessive freedom to share indecent videos.

The “safety centre” is a one-stop online source which equips the user with tools and resources to chop and edit products in line with the government’s directives.

TikTok has always maintained that it provides a platform that stimulates the user’s creative faculties, bringing forth exciting products to share with the wider community.

“It is important for the platform to provide a safe space where users can turn their ideas into reality and express themselves freely,” a statement by TikTok said.

The information portal has been divided into sections that reflect important safety aspects like child protection, guidelines for parents, precautions to keep off bullies, and suicide alerts.

The safety centre offers parents and guardians a look into the safety mechanism through new videos about how the app approaches safety.

The portal consists of a “Guide” section, which enables audiences to learn more about TikTok’s approach to safety, privacy, and protection. The section highlights efforts the platform is making in areas like bullying prevention, suicide prevention and self-harm.

The section carries instructions about how to get started on the platform and how to use safety and privacy tools like the family pairing feature.

It has details about the range of choices and settings TikTok tries to empower parents and caregivers looking for easy options to monitor teenagers’ lives online.

Users can limit the number of those who can leave comments on their videos, shoot duets with them or send messages.

“TikTok collaborates with industry experts and organisations around the world to seek their guidance in developing new products and policies and leveraging expertise to educate audiences.” a spokesman said.

Surging prices diminish CNG’s attraction as fuel of choice

Running vehicles on compressed natural gas (CNG) against petrol to cut travelling cost has lost its charm as some stakeholders say that the saving has dropped to only five per cent while others say it is almost zero.

CNG was launched in Pakistan in 1992 with much fanfare as an environment-friendly and alternative fuel with a primary objective to curtail costly petrol imports. For rapid development of this sector, the Musharraf government in 2002 announced massive incentives including duty waivers on CNG plant & equipment, kits and cylinders. As a result, investors set up CNG stations across the country amid booming demand for the fuel and was it used to save over 50pc cost in contrast to running vehicles on petrol.

However, with growing uncertainty over availability of CNG amid severe gas shortages coupled with meteoric hike in its price, a large number of private car owners have shifted to petrol despite keeping the cylinder and kit intact in their vehicles.

“After the latest hike petrol is selling at Rs123.30 per litre, but CNG still provides a saving of 5pc,” claims Ghayas Paracha, group leader of the All Pakistan CNG Association (APCNGA).

In Punjab and Islamabad, CNG is being sold at an average price of Rs121 per litre. Despite very low savings commercial transport owners and 20pc private car owners still rely on CNG, he added.

Mr Paracha said the influx of used imported 660cc vehicles with EFI engines and high mileage benefit has also given a major blow to the demand for CNG as these vehicles cannot be converted to gas.

The government allowed import of CNG kits and cylinders last year after maintaining a long ban. With the passage of time; new kits have been invented for EFI engines, thus ensuring high mileage than petrol but consumers are still shy to use these new kits, he said.

APCNGA Coordinator for Sindh Zone Samir Najmul Hussain said gone are the days when private car owners used to save 50pc on using CNG against petrol.

“Today, there is no saving. Running the vehicle on CNG and petrol is the same,” he claimed, adding that CNG sales of 15mmcfd in Sindh as compared to pre-Covid sales of 70-90mmcfd is enough to justify massive switch over to petrol.

He recalled that saving through CNG was 30pc when the gas was available at Rs123 per kg, but now running a vehicle on gas at a price of Rs165-180 per kg in Sindh does not hold any attraction for the consumers.

Mr Hussain claimed that over 40 CNG outlets have closed in Sindh due to low turnover of vehicles making it impossible for the owners to sustain huge expenses of power bills, labour salaries etc.

He said CNG demand in Punjab is now 30mmcfd which was 170mmcfd in 2014 when local natural gas was being utilised. After shifting to RLNG in 2017, the CNG sales in Punjab were estimated at 60mmcfd.

Karachi Transport Itehad (KTI) President Syed Irshad Hussain Bukhari said 95pc private big buses, mini buses and coaches were running on CNG when the fuel was available at Rs123 per kg a few months back.

“Now transporters have been shifting to diesel after meteoric rise in gas price,” he said, claiming that 60pc public transport is now on CNG and 40pc on diesel as Rs165-180 per kg for gas is not feasible for big vehicles.” Total big buses, mini buses and coaches in Karachi are 4,500 approximately. However, diesel price has risen to Rs120 now from Rs110 per litre in January.

Despite no permission given by the Sindh government, public transport owners have raised the fares by an average Rs5 last month to offset the impact of rising diesel and CNG prices.

A number of rickshaw owners said that they have stopped using CNG owing to lingering anxiety over non-availability especially in winter and even in summer amid unbearable high prices.

However, consumers are in a limbo. Previously rickshaw owners used to charge higher fares attributing rising CNG prices. In the last few months, they have found another excuse to charge more money citing rising petrol prices. In January, petrol was available at Rs106 as compared to Rs123.30 per litre now.

Most of the rickshaw owners are seen demanding extra money by ensuring the passengers of driving rickshaw on petrol instead of gas, while there are still a number of rickshaw owners who are still using gas and demanding higher prices. Irrespective of using gas or petrol, rickshaw owners demand Rs500 for a 12-13 km journey instead of Rs400.

Whether CNG saves money or not, there has always been a dark side of using CNG for destroying petrol engines with the passage of time as no CNG engines have ever been developed so far by any foreign car assemblers. The money saved by the consumers on using CNG has finally gone to waste owing to engine repairing after a gap of two to four years depending on extensive running of vehicle on gas.

For 800-1,000cc vehicles, the engine remake costs between Rs30,000-50,000 while it costs more on 1,300cc and above vehicles.

Pakistan had seen record petrol sales of 0.731m tonnes in May despite early market closures and Eidul Fitr holidays, rising to 0.755m tonnes in June and 0.81m tonnes record high sales in July. In August, petrol sales was 0.733m tonnes. In July-August, petrol sales went up by 10pc to 1.549m tonnes as compared to same period 2020. Diesel sales in July-August had swelled by 18pc to 1.390m tonnes.

France recalls envoys to Australia, US in escalating row

France on Friday recalled its ambassadors to the United States and Australia in a ferocious row over the scrapping of a submarine contract, an unprecedented step that revealed the extent of French anger against its allies.

President Emmanuel Macron recalled the envoys after Canberra ditched a deal to buy French submarines in favour of US vessels, Foreign Minister Jean-Yves Le Drian said.

Le Drian said that the decision was made to “immediately” recall the two French ambassadors due to “the exceptional seriousness of the announcements made on Sept 15 by Australia and the United States”.

The abandonment of the ocean-class submarine project that Australia and France had been working on since 2016 constituted “unacceptable behaviour among allies and partners,” the minister said. “Their consequences affect the very concept we have of our alliances, our partnerships, and the importance of the Indo-Pacific for Europe,” he added.

US President Joe Biden announced the new Australia-US-Britain defence alliance on Wednesday, extending US nuclear submarine technology to Australia as well as cyber defence, applied artificial intelligence and undersea capabilities. The pact is widely seen as aimed at countering the rise of China. The move infuriated France, which lost a contract to supply conventional submarines to Australia that was worth $36.5 billion when signed in 2016.

A White House official expressed “regret” over the French envoy’s recall but added “we will continue to be engaged in the coming days to resolve our differences, as we have done at other points over the course of our long alliance.” State Department spokesperson Ned Price said in a tweet that Washington understood France’s position and was in “close contact” with Paris.

He added that the issue would be discussed “at the senior level”, including at the United Nations General Assembly next week, which both Le Drian and US Secretary of State Antony Blinken will attend.

Pentagon spokesperson John Kirby meanwhile acknowledged that telephone talks earlier between US Defence Secretary Lloyd Austin and French counterpart Florence Parly showed “that there is still much work to do in terms of our defence relationship with France.”

The French ambassador recalls from the United States and Australia — key allies of France — are unprecedented. Withdrawing envoys is a last resort diplomatic step taken when relations between feuding countries are plunged into crisis but highly unusual between allies.

“I am being recalled to Paris for consultations,” France ambassador to the US Philippe Etienne wrote on Twitter. “This follows announcements directly affecting the vision we have of our alliances, of our partnerships and of the importance of the Indo-Pacific for Europe.” Paris sees itself as a major power in the Indo-Pacific due to overseas territories such as New Caledonia and French Polynesia which give it a strategic and military foothold unmatched by any other European country.

France had made no effort to disguise its fury even before the recalls and on Thursday Le Drian accused Australia of back-stabbing and Washington of Donald Trump-era behaviour over the submarines deal.

The row has for now at least put on hold hopes of a post-Trump renaissance in Paris-Washington relations under Biden and his Secretary of State Antony Blinken, a fluent French speaker who was educated in Paris.

New Zealand Cricket Chief Executive David White Sunday admitted that the board was initially satisfied with security arrangements in Pakistan which is why they sent their team to the country.

New Zealand made headlines around the world when the cricket team called off its ODI and T20 series minutes before the toss for the first ODI between the two sides was scheduled to take place in Rawalpindi.

New Zealand had arrived in Pakistan after 18 years to play a cricket series.

However, White said that "everything changed" on Friday.

"The advice changed, the threat level changed and, as a consequence, we took the only responsible course of action possible," he said.

White said that it was unfortunate that the series was abandoned at the last minute, adding that there was no way that it could be held after the intelligence of a potential attack was received.

"What I can say is that we were advised this was a specific and credible threat against the team," White said.

White some information had been shared with the Pakistan Cricket Board, however, "specific details could not, and will not, be disclosed - privately or publicly", New Zealand Cricket chief executive David White said.

"We had several conversations with New Zealand government officials before making the decision and it was after informing the PCB of our position that we understand a telephone discussion was conducted between the respective prime ministers," he added.

He acknowledged that it was a "terribly difficult time" for Pakistan cricket but reiterated that New Zealand had no other option.

NZ cricketers arrive in Dubai
The New Zealand cricket team arrived in Dubai early Sunday after fleeing Pakistan but officials refused to give details of the security threat that forced them to abruptly cancel their tour.

"The BLACKCAPS have arrived in Dubai after leaving Islamabad on a charter flight last night," New Zealand Cricket said in a statement.

"The contingent of 34 players and support staff are now settling into their Dubai hotel and undergoing their 24-hour period of self-isolation."
