Ebrahim Raeisi takes oath of office at parliament as Iran’s eighth president

Ebrahim Raeisi
After having his mandate endorsed by Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei, Ebrahim Raeisi has taken the oath of office to be officially inaugurated as the eighth president of the Islamic Republic of Iran.

The swearing-in ceremony was held at the Iranian parliament on Thursday afternoon, attended by high-ranking Iranian civil and military officials as well as a great number of foreign dignitaries from more than 80 countries.

The ceremony started with a speech by Iran’s Parliament Speaker Mohammad Baqer Qalibaf followed by an address delivered by head of Iran’s Judiciary Gholamhossein Mohseni Ejei.

After speeches were delivered by heads of the Judiciary and Legislature, Ebrahim Raeisi took to the podium to be sworn in as Iran’s eighth president following the Islamic Revolution of 1979.

During the oath-taking ceremony, Raeisi read out the text of the oath, which says, "I, as the President, upon the Holy Qur'an and in the presence of the Iranian nation, do hereby swear in the name of Almighty God to safeguard the official Faith, the system of the Islamic republic and the Constitution of the country; to use all my talents and abilities in the discharge of responsibilities undertaken by me; to devote myself to the service of the people, glory of the country, promotion of religion and morality, support of right and propagation of justice; to refrain from being autocratic; to protect the freedom and dignity of individuals and the rights of the nation recognized by the Constitution; to spare no efforts in safeguarding the frontiers and the political, economic and cultural freedoms of the country; to guard the power entrusted to me by the nation as a sacred trust like an honest and faithful trustee, by seeking help from God and following the example of the Prophet of Islam and the sacred Imams, peace be upon them, and to entrust it to the one elected by the nation after me."

Addressing the inaugural ceremony, Iranian Parliament Speaker Mohammad Baqer Qalibaf first welcomed the Iranian and foreign guests of the ceremony.

Iran’s top diplomat then focused on the problems facing the country and the nation in his speech, especially economic problems, stressing the importance of taking decisive steps to solve people’s problems without bringing any excuses.

“We have entered a new phase of management in the country. The [Iranian] people, through their participation in the parliamentary and presidential elections, gave us the opportunity to solve people’s problems, particularly those problems that are nagging the underprivileged and middle classes, in order to prove that a Jihadi (strong and relentless) managerial system is the solution to all material and spiritual problems in the country,” he said.

Iran’s parliament speaker emphasized the importance of boosting the efficiency and accountability in the country to make progress during the new phase of governance, saying that all Iranian officials are duty-bound to restore the economic stability, hope and cheerfulness to the country and its people.

The administration shoulders the main responsibility in this regard because it possesses the highest executive capacities of the country, Qalibaf said, adding, however, that synergy and cooperation among all branches of the government will play a leading role in solving the country’s problems.

“We know that the enemy’s threats and sanctions have created difficulties in the country’s management, but there are also considerable God-given, popular, economic and international capacities that can help us overcome these challenges,” the top Iranian parliamentarian pointed out.

Addressing the ceremony, Mohseni Ejei expressed the readiness of the Judiciary to help the administration fight against corruption.

According to the Constitution, he added, the president is the highest ranking official in the country after the Leader and shoulders the responsibility to execute the Constitution except for those affairs relating to the Leader.

He wished success for the president in fulfilling such an important responsibility in cooperation with other branches of the government, the elite and the public.

He expressed hope that Raeisi would take swift steps to solve the people’s problems at the earliest, eliminate corruption and discrimination and amend complicated administrative structures.

“Iran’s Judiciary will be more serious than ever in the fight against corruption,” Mohseni Ejei said.

On Tuesday, Leader of the Islamic Revolution officially endorsed Raeisi’s mandate as Iran’s new president through a ceremony in the capital city, weeks after the ex-Judiciary chief won the country’s 13th presidential election by a landslide.

In the decree, the Leader called on the new president to work toward activating the country’s capabilities and paving the way for a leap forward in all sectors, placing an especial emphasis on economy.

Raeisi, the eighth president of the Islamic Republic of Iran, won almost 62 percent of the votes in the June 18 presidential election and will succeed President Hassan Rouhani, who served two four-year terms in office.

According to Seyyed Nezamoddin Mousavi, the spokesman for the Parliament’s presiding board, long lists of foreign officials and political figures have accepted Iran's invitation to attend the event despite the COVID-19 pandemic.

More than 100 officials from 82 countries took part in Raeisi’s inauguration ceremony, including 10 heads of state, 20 parliament speakers, 11 foreign ministers and 10 ministers, as well as special envoys, deputy parliament speakers and chairmen of parliamentary commissions and parliamentary delegations.

A high-level delegation from the European Union (EU), led by the Deputy Secretary General of the European External Action Service Enrique Mora, has participated in Raeisi’s inauguration. Mora is accompanied by Stephan Klement, head of the EU delegation to the international organizations in Vienna, and Head of Task Force European Union Bruno Scholl.

Afghanistan’s President Ashraf Ghani is also taking part in Raeisi’s swearing-in ceremony.

A high-ranking delegation representing the Palestinian Hamas movement also arrived in the Iranian capital at dawn Thursday to attend the inauguration of president-elect Ibrahim Raeisi. The Hamas delegation is led by head of the movement’s political office, Ismail Haniyeh.

Syrian Parliament Speaker Hammouda Sabbagh is also present at new Iranian president’s inauguration ceremony, representing the Arab country’s President Bashar al-Assad.

The heads of 11 international and regional organizations and the representative of the UN chief; officials from the Inter-Parliamentary Union (IPU), including its President Duarte Pacheco; the Economic Cooperation Organization (ECO); the Conference on Interaction and Confidence-Building Measures in Asia (CICA) and the D-8 Organization for Economic Cooperation also known as Developing-8 are also present at the event.

The Organization of the Petroleum Exporting Countries (OPEC)’s Secretary General Mohammed Sanusi Barkindo, President of Iraq’s semi-autonomous Kurdistan Region Nechirvan Barzani and Serbia’s Parliament Speaker Ivica Dacic are among the guests at the inauguration ceremony.

Some 170 domestic and foreign journalists have been invited to provide coverage of the event.

WhatsApp rolls out 'View Once' photos, videos

WhatsApp rolls out 'View Once' photos, videos
Taking photos and recording videos of almost every fun, important, and the random moment has become common in the contemporary world, but not every memory should leave a digital print.

To provide users with a chance to share the moment with others and not leave a digital footprint, WhatsApp has rolled out "View Once" photos and videos that disappear from the chat after they’ve been opened, giving users greater control over their privacy.

For example, you might send a "View Once" photo of some new clothes you’re trying on at a store, a quick reaction to a moment in time, or something sensitive like a Wi-Fi password.

"As with all the personal messages you send on WhatsApp, 'View Once' media is protected by end-to-end encryption so WhatsApp cannot see them," the messaging app's blog said.

They will also be clearly marked with a new “one-time” icon.

After the media has been viewed, the message will appear as “opened” to avoid any confusion about what was happening in the chat at the time.

We’re rolling out the feature to everyone starting this week and are looking forward to feedback on this new way to send private and disappearing media, the messaging app said.

MODERNA’S COVID-19 VACCINE 93% EFFECTIVE SIX MONTHS AFTER SECOND DOSE

MODERNA’S COVID-19 VACCINE
Moderna said on Thursday its COVID-19 shot was about 93% effective through six months after the second dose, showing hardly any change from the 94% efficacy reported in its original clinical trial.

That compares favorably to data from Pfizer and BioNTech last week in which they said their vaccine’s efficacy waned around 6% every two months, declining to around 84% six months after the second shot.

Both the Moderna and Pfizer-BioNTech vaccines are based on messenger RNA (mRNA) technology.

“Our COVID-19 vaccine is showing durable efficacy of 93% through six months, but recognize that the Delta variant is a significant new threat so we must remain vigilant,” Moderna Chief Executive Stéphane Bancel said.

However, a booster dose will be necessary prior to the winter season as antibody levels are likely to wane, Moderna said.

The comment comes as public health officials across the world debate on whether additional doses are safe, effective and necessary even as they grapple with the fast-spreading Delta variant of the coronavirus.

Meanwhile, Pfizer is planning to seek authorization for a third shot later this month, and some countries like Israel have begun or plan to start administering shots to older or vulnerable people.

BOOSTER CANDIDATES

Separately, Moderna said its studies of three different booster candidates induced robust antibody responses against variants, including the Gamma, Beta and Delta variants.

It said neutralizing antibody levels following the boost approached those observed after the second shot.

For this year, Moderna has signed vaccine contracts worth $20 billion in sales and aims to produce between 800 million and 1 billion doses.

It has agreements for $12 billion in 2022, with options for another roughly $8 billion in sales and expects to produce between 2 billion and 3 billion doses next year.

The company, however, has not been able to keep pace with the production of much larger rival Pfizer, which expects to manufacture as many as 3 billion doses this year, and expects 2021 sales to top $33.5 billion.

Moderna’s vaccine was authorized for emergency use in adults in the United States in December and has since been cleared for emergency or conditional use in adults in more than 50 countries.

The company started the process of filing for full approval with the U.S. Food and Drug Administration in June and expects to finish its submission in August.

It posted second-quarter sales of $4.4 billion, slightly above expectation of $4.2 billion drawn from 10 analysts polled by Refinitiv. Its COVID-19 shot is the firm’s first authorized product and sales were just $67 million a year earlier.

Moderna earned $2.78 billion, or $6.46 a share, beating quarterly expectations of $5.96 a share.

US rebuffs WHO call for moratorium on COVID-19 booster shots

US rebuffs WHO call for moratorium on COVID-19 booster shots
The United States on Wednesday rejected an appeal from the UN health agency for a moratorium on Covid-19 vaccine booster shots and for rich countries to focus instead on supplying poorer nations.

World Health Organization chief Tedros Adhanom Ghebreyesus had urged the countries and companies controlling the supply of doses to change course immediately and prioritize addressing the drastic inequity in vaccine distribution between rich and poor nations.

"We definitely feel that it's a false choice and we can do both," White House press secretary Jen Psaki told reporters, adding that the United States has donated more than any other country and was asking others to step up.

"Also in this country (we) have enough supply to ensure that every American has access to a vaccine," she added.

"We will have enough supply to ensure if the FDA decides that boosters are recommended for a portion of the population to provide those as well. We believe we can do both and we don't need to make that choice."

The WHO has for months been sounding the alarm over a glaring and growing imbalance in vaccine availability against a disease that has killed 4.2 million people worldwide.

Some 4.3 billion doses of Covid-19 vaccines have been administered globally, according to an AFP count.

The WHO wants every country to have vaccinated at least 10 percent of its population by the end of September, at least 40 percent by the end of the year, and 70 percent by the middle of 2022.

In countries categorized as high income by the World Bank, 101 doses per 100 people have been injected. That figure drops to 1.7 doses per 100 people in the 29 lowest-income countries.
