'Whole world has rejected electronic voting': Shehbaz rebuffs proposal to use EVMs in elections

PML-N President and Leader of the Opposition in the National Assembly Shehbaz Sharif on Sunday rejected Prime Minister Imran Khan's proposal to use Electronic Voting Machines (EVMs) in general elections, saying the system had been rejected by the whole world.

In a statement posted on Twitter, Shehbaz said: "The system of electronic voting is rejected by the whole world. The Election Commission of Pakistan (ECP) has declared it unworkable. Such important national tasks cannot be performed at the request or order of an individual."

He said that a sensitive issue such as electoral reforms could only be tackled with the "will and confidence" of the entire nation, adding: "Parliament is a manifestation of the aspirations and confidence of the people, which has been locked up for three years."

"Electoral reform is possible with the consultation of all parties, in light of public opinion and consensus-building exercises."

Shehbaz said that the PML-N had carried out "historic electoral reforms" in the consultation with all political parties, including the PTI which had been in the opposition at the time. "No one objected to these reforms in our time," he added.

That "historic document", developed with consensus of opinion, still existed today, he said. However, he added, the current opposition was insulted by creating noise of (National Reconciliation Ordinance) NRO when it had been talking about positive reforms and the economic charter.

"We can make electoral reforms only when we have the patience and courage to take our political opponents along and adopt their suggestions.

"The country's reputation is enhanced by justice, transparency and the rule of law, not by EVMs," said Shehbaz.

"Instead of focusing on electronic voting, [the govt] must worry about the ruined economy, skyrocketing inflation, unemployment and rising mortality rates," he advised

Reacting to Shehbaz's comments, Federal Minister for Information and Broadcasting Fawad Chaudhry said that the PML-N's decision to avoid discussions on electoral reforms was "unfortunate".

"To say that the reforms are to be carried out by the ECP instead of the parliament shows that they have no understanding of the system and no interest in reforms."

He went on to question why a party, which had always assumed power through 'sazish' (scheming), wish to talk about reform.

The opposition leader's comments came a day after Prime Minister Imran Khan suggested the use of EVMs for electoral reforms.

He had invited the opposition to sit down with the government and participate in bringing electoral reforms in order to restore the credibility of local polls. In a series of tweets, the premier had said that after the recent NA-249 Karachi by-poll — won by the PPP by a narrow margin — all parties were "crying foul and claiming rigging".

"Unfortunately, no substantive reforms were put in place. Technology and the use of EVMs is the only answer to reclaim the credibility of elections. I invite the opposition to sit with us and select from EVM models we have available to restore the credibility of our elections."

On Friday, the PPP had won the NA-249 by-election with a narrow margin while almost all other parties had pointed a finger at the ECP that announced the result of the low-turnout poll after considerable delay.

The result brought the main opposition PML-N and the ruling PTI at the Centre on the same page as far as the transparency of the vote count process was concerned, but the former chose not to target the PPP in the same way as the latter targeted the winning party.

However, PPP Chairman Bilawal Bhutto-Zardari advised them to furnish proof of wrongdoing in the by-election or stop levelling allegations.

The ECP on Saturday accepted PML-N leader Miftah Ismail's application for a recount in the NA-249 Karachi by-election and fixed the hearing for May 4 (Tuesday).

PML-N, Fazlur Rehman wish to see PTI complete its 5-year tenure, PPP alleges

The PPP has alleged that while it still wishes to rid the people of the government, the PML-N and JUI-F chief Maulana Fazlur Rehman wish to give PTI a chance to complete its five-year term.

In a press conference in Islamabad on Saturday, party members Farhatullah Babar and Nayyar Bukhari said that whichever party still wishes to continue the protest movement against the government is welcome to join the PPP.

Following the PPP leaders' remarks, JUI-F's Hafiz Hamdullah said that his party, as well as the PML-N, are part of the Pakistan Democratic Movement alliance.

He turned the PPP's statement around to allege that it is the PPP that is the PTI's "B team".

"Peoples Party no longer has the Bhutto-ism of the yesteryears," he said, adding: "It has become Zardari's party."

Tensions between the PPP and PML-N — considered the two biggest Opposition parties in Pakistan — have been on the rise since PPP's Yousaf Raza Gillani was appointed Leader of the Opposition in the Senate.

Gillani's appointment drew the ire of PDM, an alliance of the Opposition parties, which said that the move was made without its blessing.

PML-N Vice President Maryam Nawaz maintains that at the time of the Senate chairman election, it was "decided" that with the PPP running for the seat, the PML-N will be given the Leader of the Opposition in the Senate position.

PPP rounded up 30 senators to get Gillani appointed to the Opposition leader position.

The numbers comprised 21 senators from the PPP itself, 2 senators from the Awami National Party, 1 senator of the Jamaat-i-Islami, 2 independents from FATA and a group of 4 'independents' led by Senator Dilawar Khan that had broken away from the Balochistan Awami Party to support Gillani's candidature.

Over seeking the support of government allies (members of BAP), the PDM had issued show-cause notices to the PPP as well as ANP, a move that was considered highly offensive by both parties and resulted in them quitting the alliance.

Mudslinging between both parties, following the break up, has continued and the rift seems to be widening over time.

Recently, in the NA-249 by-election in Karachi, the PPP and PML-N fielded their separate candidates with PPP's Abdul Qadir Mandokhel winning the race. PML-N has accused the PPP of stealing the election.

PPP has demanded proof of the allegations and gone so far as to name the PML-N as the "original selected" and "only second to PTI in its selectedness".

PDM chief Maulana Fazlur Rehman has twice said he wishes to give PPP and ANP a chance to return to the fold.

Reports of him attempting to bridge the gap between the parties emerged earlier this week.

The National Command and Operation Centre (NCOC) on Sunday reviewed border management protocols with neighbouring Afghanistan and Iran as new Covid-19 variants emerge in the region.

"The current policy of Land Border Management with Afghanistan and Iran has been reviewed to ensure regulated inbound pedestrian movement and effective management of COVID protocols at Border Terminals(BTS)," read the statement issued by National Command and Operation Centre (NCOC).

The revised policy will be effective from midnight May 4-5 till midnight May 19-20. The policy will only be applicable to inbound pedestrians with no effect on the existing cargo/trade (bilateral / Afghan Transit Trade) movement.

According to the NCOC statement, border terminals (BTs) will remain open for seven days a week. "Employment strength of LEAs/health staff at BTs will be increased for implementation of testing protocols and to control high traffic density," read the statement.

The coronavirus monitoring body said inbound pedestrian movement would cease with effect from midnight May 4-5 with the exception of Pakistani nationals in Afghanistan and Iran who desire to return to their country and in extreme medical emergency cases etc.

It also said that all outbound pedestrian movement is permissible.

Highlighting the testing and quarantining protocols, NCOC said inbound pedestrians will undergo Rapid Antigen Test(RAT). Positive cases (for Pakistani nationals only) will be shifted to nearby quarantine facilities.

"Inbound pedestrian with Afghan exemptions will also undergo RAT testing at BTs. Positive cases, if any, will be reverted back to Afghanistan," read the NCOC statement.

It also said that thermal scanning for all drivers and co-drivers will be carried out on arrival at the BTs. Symptomatic cases will undergo RAT testing, positive cases will be dealt with as per the procedure spelled above.

The Election Commission of Pakistan (ECP) has issued a stay order on NA-249 by-poll results after Pakistan Muslim League-Nawaz (PML-N) candidate Miftah Ismail challenged the results, reported on Saturday.

Other than issuing a stay order, the ECP also set a hearing on the petition of Miftah Ismail for May 04.

Earlier in the day, the Election Commission of Pakistan (ECP) turned down pleas of PTI and PML-N candidates seeking recounting of votes cast in Thursday’s NA-249 Karachi by-election.

The commission’s returning officer (RO) dismissed the election petitions filed by PTI’s Amjad Afridi and PML-N’s Miftah Ismail.

Afridi in his petition raised objections to the results of 21 polling stations of the National Assembly constituency in Karachi and alleged rigging at at least two polling stations.

He requested the commission to order recounting of votes cast in the by-poll and conduct a probe into rigging charges.

Miftah Ismail pointed out discrepancies in Form-45 and Form-47, calling for recounting of ballots. He wrote a letter to the Chief Election Commissioner to have his grievance redressed after the RO rejected his vote recount plea.

PPP’s Abdul Qadir Mandokhail won the election by securing 16,150 votes, according to unofficial results. PML-N’s Miftah Ismail was the runner-up with 15,473 votes. Tehreek-e-Labbaik Pakistan’s Mufti Nazeer Kamalvi clinched the third position with 11,125 votes, followed by Mustafa Kamal of the PSP who bagged 9,227 votes.
PTI’s candidate Amjad Afridi secured 8,922 votes while Hafiz Mursaleen of the MQM 7,511.

Planning and Development Minister Asad Umar has shared an interesting anecdote to explain that Prime Minister Imran Khan will dissolve the assembly if it comes in the way of his vision for the country.

Sharing a short clip from a talk show on Twitter on Saturday, the federal minister said: "I was asked if Imran Khan can dissolve the assembly, see the answer in this clip. Imran Khan is not a politician, he is a leader."

"He never came into politics for power. Power is only a means of serving the people," the federal minister asserted.


Umar shared an incident from the time when the now ruling PTI had a coalition government in Khyber Pakhtunkhwa (KP).

"There was a group comprising 10-12 people protesting against the government. The prime minister called me in a meeting where he planned to address the issues raised by the protesters. He called for a pen and a paper to literally note down all their concerns," Umar narrated the incident.

But by the end of the meeting, Asad Umar quoted the premier as saying: "If anybody thinks they can fulfill their demands by blackmailing me, I will break the government today, not tomorrow."

The minister said that the premier will undoubtedly curtail his time as a prime minister if he feels that his vision to serve the people is not being accomplished.

"The man doesn't want power but wants to serve his people," Umar stressed.
