FM Qureshi holds delegation level talks with Russian counterpart
Foreign Minister Shah Mahmood Qureshi held delegation level talks with his Russian counterpart Sergey Lavrov at the Foreign Office on Wednesday.

During talks with the Russian FM who arrived in Islamabad Tuesday evening, FM Qureshi said Pakistan is extending facilities, including e-visa, to foreign investors.
“Pakistan has shifted its priorities from geo-politics to geo-economics,” he said.

He said Islamabad is determined to promoting its relations with Russia in diverse fields and expressed Pakistan’s commitment for early commencement of work on Stream Gas Pipeline project with the Russian partnership.

Both the sides agreed to hold the next meeting of intergovernmental commission at the earliest for promotion of economic relations. Qureshi also briefed his Russian counterpart about the situation in Indian illegally occupied Jammu and Kashmir and the regional security situation.

He said Pakistan desires peace in the region and resolution of all outstanding disputes including Jammu and Kashmir through peaceful means. Pakistan will continue its sincere efforts for peace in Afghanistan, he maintained and commended Russian efforts for peace in Afghanistan.

Corona claims 102 more lives, 4,004 fresh infections reported in pakistan
Coronavirus has claimed 102 more lives in Pakistan during the past 24 hours, taking the overall death toll to 15,026, reported on Wednesday.

The latest statistics of the National Command and Operation Centre (NCOC) showed the COVID-19 has claimed 102 more lives and 4,004 fresh infections were reported during the period.

During the period of a day, the total count of active cases was recorded at 64,373 and the positivity rate stood at 9.6 per cent.

The health facilities across the country conducted 41,699 coronavirus detection tests, taking the total number of COVID-19 tests to 10,535,061 since the first case was reported.
According to the statistics, 124 patients were declared critical, adding to the total number of patients suffering from sensitive health condition up to 3,769.

Overall 620,789 people have recovered from the virus including 2,631 who have regained their health from COVID-19 during the past 24 hours.

CanSino coronavirus vaccine: Age limit for single-dose jab changed in Islamabad

The age limit for a single-dose jab of the coronavirus vaccine manufactured by China's CanSino Biologics Inc, or CanSinoBIO, has been slashed by 10 years in the federal capital.

According to the report, the age limit for the CanSinoBIO's single-dose coronavirus jab has been reduced from 80 to 70 years, meaning that septuagenarians in Islamabad may now get themselves vaccinated.

Asad Umar — the federal minister for planning and development, as well as the head of the National Command and Control Center (NCOC), Pakistan's nerve centre to monitor the coronavirus situation — said Tuesday the effects of stricter restrictions, wider lockdowns, and rigorous implementation of the COVID-19 standard operating procedures (SOPs) were starting to show.

Initially, the number of positive coronavirus infections had begun declining but cases at the intensive care units (ICU), as well as the mortality rates, could remain high for some time due to the situation over the past two weeks, Umar remarked.

Urging people to once again follow the SOPs and stay safe, the minister said more than one million vaccine doses have been administered across the country so far, while two million have registered for the coronavirus jab.

These two million registered individuals included 600,000 healthcare workers and 1.4 million people who were above 50 years of age.

"If you are over 50, register for the vaccine," Umar said.

The government of Pakistan has been administering two coronavirus vaccines — both Chinese — at the state level. These include the single-dose CanSinoBIO jab and the double-dose drug manufactured by the China National Pharmaceutical Group, or Sinopharm.

Apart from Islamabad, the CanSinoBIO vaccine is being administered only to people over 80 across Pakistan.

Public debt climbs 4.28% in July-Feb FY2021
Pakistan’s public debt increased by Rs1.505 trillion or 4.28% in the eight months of this fiscal year amid an increase in government borrowing to plug the budget deficit gap.

The public debt stood at Rs36.612 trillion at the end of February 2021, compared to Rs33.417 trillion at the end of February last year. The debt stood at Rs35.107 trillion in the period ended June 2020, according to the central bank’s data released on Monday.

It rose big time on the government’s domestic borrowing side, rising 6.43% to Rs24.780 trillion, while the government foreign debt increased only 0.06% to Rs11.832 trillion at the end of February 2021.

Within domestic debt, the long-term debt rose 9.88% to Rs19.454 trillion, however, short-term debt fell 4.51% to Rs5.326 trillion. The government finances its budget expenditures through tax collection, profit earned from state-owned enterprises, and borrowing from external sources.

Banks also fulfil a large part of the government domestic financing requirements. In the April-June 2021 period, the government aims to raise Rs4.7 trillion through borrowing from Market Treasury Bills, and Rs825 billion from Pakistan Investment Bonds, the auction calendar issued by the SBP on Monday showed.

The government’s debt strategy shows that it wants to borrow more from long tenor papers, especially by focusing on floating rate PIBs, and Sukuk to meet its spending requirements. This would help reduce the cost of borrowing of the government in times to come.

The government raised Rs1.490 trillion net financing in the first half (July-December) of the current fiscal year. It raised Rs450 billion from privatisation, external grants and borrowings.

The fetched amount through domestic borrowing was Rs1.040 trillion in July-December FY2021. The budget deficit increased to Rs1.4 trillion in July-December of the current fiscal year. The deficit as a percentage of GDP stood at 2.5%.

The World Bank said in its annual flagship South Asia Economic Focus report that Pakistan’s exposure to debt-related shocks would remain elevated in the medium-term, as would Pakistan’s exposure to debt-related shocks.

As fiscal consolidation efforts are expected to resume, the deficit is projected to remain elevated at 8.3% of GDP this fiscal year partly due to the settlement of arrears in the power sector, it said.

For the next fiscal year, the WB has projected the budget deficit at 7.7% of the GDP. The lender has projected the debt at 93.9 % of the GDP or Rs43 trillion, forecasting it to increase to 94.4% in the next fiscal year. The public debt was 88% of the GDP in the last fiscal year.

However, the ministry of finance in its monthly economic update and outlook said the fiscal performance from July-January FY2021 shows that the fiscal consolidation policy helped in preserving fiscal discipline, increasing revenues, and controlling expenditures.

On the revenue side, the FBR tax collection continues to improve, having exceeded the eight-month target by Rs17 billion. Eight months performance indicates that it would remain on track and the current fiscal year would end up meeting the set target, it said.

“However, the increase in Covid infection and related containment measures may pose certain challenges; especially the expenditure side may come under pressure.”

The government’s decreased demand for external funding amid a surplus in the current account, revaluation gains due to appreciation of the rupee against the dollar, the availability of multilateral funds and relief on principal payments by G-20 countries under the Debt Service Suspension Initiative have contributed to the accumulation of foreign debt.
