Govt asks ECP members to resign after 'losing confidence of the people'
The government on Monday called upon the members of the Election Commission of Pakistan (ECP) to resign, saying the body had "completely failed" in making this month's Senate elections transparent.

Addressing a press conference in Islamabad, federal education minister Shafqat Mehmood said despite evidence of horse-trading, the ECP had failed to ensure the Senate polls were held transparently, with the result that all political parties were unhappy with the commission.

In such a scenario, "there is no option other than the Election Commission cannot continue functioning in its current state. ECP [members] should resign en masse," said Mehmood, who was accompanied by Information Minister Shibli Faraz and Science and Technology Minister Fawad Chaudhry.

"Everybody is criticising [the ECP]. Is there anyone who's saying the election was conducted properly?" the minister asked. He said this reinforced Prime Minister Imran Khan's stance that a manner should be adopted to end the buying and selling of votes in order to make the elections transparent.

He said the premier had always advocated for the use of open ballot in the Senate elections, while the PTI was the only party that took action against its members who had allegedly sold their votes in the 2018 polls for the upper house.

Ahead of the 2021 Senate elections, he said, the government introduced a constitutional amendment bill and filed a reference in the Supreme Court seeking advice on open ballot. "The Supreme Court decision was exactly in accordance with the situation. They said a constitutional amendment is necessary to change the mode of voting," he added.

But Mehmood said the SC had also stated that it was the ECP's responsibility to conduct free and fair elections that were not marred by corruption.

He recalled that the PTI subsequently approached the ECP with a request that it make ballots traceable while maintaining their secrecy in light of the SC decision. "But sadly it was rejected [and] a committee was formed to take the measure in future elections," he said.

According to the minister, it was due to the ECP's lack of action that "corrupt practices" took place in the election on the Senate general seat from Islamabad — which opposition candidate Yousuf Raza Gilani won despite the government having a majority in the National Assembly.

Mehmood said all political parties, including the ruling PTI, had lost confidence in the ECP.

He emphasised that the current ECP could not continue if the political parties and people of the country did not have confidence in it or saw its decisions with suspicion. After the current members' resignation, he said, new ECP members should be appointed under whom the commission would conduct transparent elections.

"We want the ECP to play the role of a neutral umpire, which it is not doing," he said, adding that although the Supreme Court had given an "opportunity" to the ECP which it could have utilised and taken measures to make the Senate polls fair, the body did not do so and "hurt our democracy".

"Therefore, the chief election commissioner and his members should resign [...] so that the parliament gets the chance to form a new ECP which everyone trusts."

Answering a question, Mehmood said the demand for resignation was a "political response", and the government had no intention of filing a reference in this regard.

The ECP and the PTI-led government have been on a collision course since before the Senate elections, after the commission decided to hold the March 3 polls through secret ballot due to what it called "time constraints".

After key PTI candidate Hafeez Shaikh suffered defeat in the election, Prime Minister Imran Khan in a televised address to the nation accused the ECP of "damaging democracy" and criticised the body over use of secret ballot for polling.

Responding to the premier, the ECP chided the PTI for being upset over the election result and asked the party's leadership to stop mudslinging against institutions and accept its defeat.

However, the government upped the ante against the commission, with members of the prime minister’s cabinet saying at a press conference that the ECP should not be “saddened” but “ashamed” at having allegedly failed to hold fair and transparent Senate elections.

The leaders of the Opposition parties' anti-government coalition under the Pakistan Democratic Movement (PDM) banner have called a meeting on Tuesday to discuss the resignations issue, PML-N Vice-President Maryam Nawaz has said.

Speaking to the media here in Lahore on Monday, Maryam Nawaz said tomorrow's meeting would make it clear where the Opposition parties stood on the resignations. "We will try to persuade those who do not agree to resigning," she added.

"Today's meeting was chaired by [PML-N Supremo] Nawaz Sharif and Hamza [Shehbaz] and other leaders from Lahore participated" in it as well, she said.

The PML-N leader noted that it was very "encouraging" that the people had responded to "our calls" for justice. "Pakistan will move towards a better future," she added.

"The PDM is a coalition of 10 parties and remains united on a larger agenda," she said, noting that her party, the PML-N, stood for principle and was together under Nawaz Sharif's leadership.

"Tomorrow's meeting will see what strategy the PML-N has to adopt," she added. "The hope is that all PDM parties will understand the sensitivity of the situation."

Separately, in her speech, she also lambasted the PTI regime for its "attempt at the worst rigging [during the Senate election]", which she said the entire Pakistan witnessed and "rejected".

The government, however, launched attacks at the Election Commission of Pakistan (ECP) instead of apologising to it, she noted.

"If the PTI government did not get votes in the election, then what's the ECP's fault? Pakistan has now understood what it means to criticise and attack the institutions," she said.

Former prime minister and key PML-N leader Shahid Khaqan Abbasi also criticised the PTI's representatives, saying their "ministers are trained to lie on TV".

"Today, the entire cabinet attacked the ECP and said the ECP should resign. The government and Imran Khan were sour over their defeat," Abbasi said.

"Instead of apologising to the Election Commission of Pakistan, the entire Cabinet launched an attack on it. Every day, they attack someone and lie. If there is a risk to their jobs, maybe they should leave.

"When the vote is not respected, rulers like Imran Khan will come. We are talking about 'vote ko izzat dou' [respecting the vote]," the former premier added, using the PML-N's chant for fair and transparent polls.

Earlier in the day, she had criticised the National Accountability Bureau (NAB) for being "a slave to order" and how it has been commanded to arrest the incumbent regime's political opponents.

Maryam asked who gave the NAB the authority to check her speeches and comments. The anti-graft watchdog, she explained, had recommended her bail be cancelled during a hearing at the Lahore High Court (LHC) because she was giving public statements.

"The NAB is an institution of revenge," she opined, adding that the body lied to the court about her not cooperating in the investigation. "I was kept in detention for three months and asked about books and invitations.

The PTI had approached the electoral body after videos emerged in which Gillani's son, Ali Haider Gilani, was recorded telling PTI lawmakers how to discard their votes just before the March 3 polls.

Further recordings had suggested that money and other incentives were also offered in exchange for votes.

The Opposition's candidate, Yousaf Raza Gillani, had defeated the government's nominee for the seat on March 3, triggering a strong reaction from the government.

PM Imran Khan openly accused the Pakistan Democratic Movement (PDM) of using money to influence the Senate election.

The Sindh government on Monday issued a notification announcing the closure of shrines and Dargahs across the province, as the country tackles the third wave of the novel coronavirus.

In a notification released by the provincial Auqaf department, the Sindh government announced that "all Dargahs/shrines throughout Sindh under the administrative Wool of Auqaf Department will remain closed and all events and gatherings at the premises of Dargahs / Shrines shall remain suspended immediately and effective till April 15, 2021".

The notification follows the provincial government's decision earlier today to order the closure of all markets at 10 pm. The Sindh government also directed businesses to re-implement the 50% work-from-home policy amid a resurgence of coronavirus cases in the country.

A notification to this effect was issued by the Sindh Home Department. . The Sindh government notified the closure of shrines, early closure of amusement parks and other stringent measures to contain the pandemic.

Pakistan is in the midst of a third wave of COVID-19 due to the UK variant, which is spreading rapidly across the country. The positivity ratio has remained above 5% during the past few days, raising concern among policymakers.

Pakistan's President Dr Arif Alvi and his wife, Samina Alvi, on Monday got vaccinated against COVID-19, the disease caused by the novel coronavirus, at a vaccination centre here in the federal capital's Tarlai area.

President Arif Alvi also spoke on the occasion, saying vaccines were being administered according to age in Pakistan. "The elites around the world broke the lines and got themselves vaccinated," he said, according to the President House's Twitter account.

"I registered at 1166 and got vaccinated when my turn came," he said, adding that the PTI government had developed a "simpler and better vaccination system" across Pakistan.

The president advised the nation to continue ahead with caution despite receiving the COVID-19 vaccine. "Please continue wearing masks, wash your hands, and keep your distance in view of the third wave of the coronavirus," he stated.

He also lauded the PTI regime's efforts and strategies in light of the pandemic, saying the government's smart lockdown policy "reduced economic losses".

Pakistan records 2,253 coronavirus cases, 29 deaths in a day

Pakistan records 2,253 coronavirus cases, 29 deaths in a day
Pakistan has recorded 29 more coronavirus-related deaths in the past 24 hours, taking the overall death toll to 13,537, reported on Monday.

According to the latest statistics of the National Command and Operation Centre (NCOC), the COVID-19 has claimed 29 more lives and 2,253 fresh infections were reported during the said period.

The total count of active cases is 22,038 and the positivity rate increases up to 5.11 per cent.

In the past 24 hours, as many as 1,307 patients have recovered from the virus in a day and 1,823 patients are still in critical condition.

According to the National Command and Operation Centre (NCOC), with the fresh inclusion of the infections in the country the national tally of cases now currently stands at 607,453.

A total of 44,061 tests were conducted across the country during this period. Overall 571,878 people have recovered from the deadly disease so far while 9,529,763 samples have been tested thus far.

Earlier on Sunday, keeping in view the recent spike in COVID-19 cases in Punjab and Khyber Pakhtunkhwa, the National Command and Operation Centre (NCOC) had hinted at imposing a complete lockdown in the provinces.

Expressing concerns over the rising number of coronavirus-related deaths and fresh cases in KP and Punjab, the NCOC had urged the masses to strictly follow the standard operating procedures (SOPs) to stem the spread of the virus. Coronavirus situation rapidly worsening in the provinces, warned the NCOC.

Earlier on March 13, Federal Minister for Planning and Development and National Command and Operation Centre (NCOC) head Asad Umar had said that government may have to opt for another lockdown in parts of the country if there was a continued increase in coronavirus cases.
