IHC dismisses plea seeking court order for compliance of NCOC decisions

The Islamabad High Court (IHC) on Thursday dismissed a plea seeking compliance of the National Command and Operation Centre (NCOC) across the country amid the worsening Covid-19 situation.

The high court had earlier reserved its verdict on the admissibility of the petition. Chief Justice Athar Minallah termed the petition non-maintainable during the hearing.

It was pleaded in the petition that an order be issued to stop political and religious gatherings in the country amid rising cases of Covid-19.

Chief Justice questioned, why should the court intervene if society cannot take responsibility for its actions adding that every member of the socieity should play role for protection from the coronavirus.

“It is up to the executive to implement decisions,” the court observed.

The chief justice added that the petitioner should trust the parliament because “that is where the solution lay”.

The parliament and the executive have to play their roles in tandem for protection from the novel coronavirus, the court said.

Corona positivity ratio hikes to 8.16 percent in Pakistan

The highest positivity ratio of COVID-19 cases in the current season 8.16 percent was recorded in Pakistan on Thursday as the country continues to reel under the impact of the pandemic.

A meeting of the National Command and Operation Centre (NCOC) considered over the COVID-19 situation and implementation of the Standard Operating Procedures (SOPs) in the country.

The meeting attended by concerned federal and provincial officials, was informed that 2469 patients of the coronavirus were in critical condition.

The session was informed that Sindh has 14.1 percent positivity rate, while the ratio of positive cases in Azad Kashmir has been 11.9 percent.

Positive cases of novel coronavirus in Balochistan reached to 12.5 pct, Khyber Pakhtunkhwa 5.6 pct, Punjab 4.2 pct, federal capital city Islamabad 6.6 pct and Gilgit-Baltistan 4.7.

Karachi has emerged as the city with highest ratio of coronavirus positive cases with a positivity rate of 20.12 percent, it was informed in a briefing of the NCOC.

The NCOC session was informed that the highest test positivity rate in the country was recorded in Karachi 20.12 percent, followed by Hyderabad at 18.43pc, Abbottabad at 14.53pc, Muzaffarabad at 11.48pc, Mirpur at 10.57pc, Peshawar at 9.17pc and Quetta at 09.91pc.

In cities, Lahore have 5.69 pct positivity, Rawalpindi 4.95 and Faisalabad 6.8 percent the NCOC session was informed.

The ratio of positive cases in Islamabad has been 6.61 pct and Gilgit 4.76, the session was further briefed.

According to the briefing, Pakistan have overall 301 COVID-19 patients on ventilators.

In Lahore 80 patients and Multan 40 corona patents have been on vents, while in Rawalpindi 41 and Islamabad 40 Covid patients admitted at hospitals with ventilators. Karachi have 75 patients on ventilators.

SHC issues notices on MQM petition against DMC Keamar

The Sindh High Court (SHC) issued on Thursday notices to the Sindh government and other respondents on a petition filed by the Muttahida Qaumi Movement Pakistan (MQM-P) challenging formation of the DMC Keamari.

A division bench of the SHC, headed by Justice Muhammad Ali Mazhar, directed the official respondents to file their response to the constitutional petition by next hearing on December 23.

Four MQM legislators from Karachi’s District West filed the petition in the high court against formation of DMC Keamari.

“DMC Keamari has been constituted on political grounds and it contravenes sub-clause 3 and 4 of the Sindh Local Government Act (SLGA) clause VIII,” the MQM petition said.

The government notification about the DMC Keamari has been unlawful as an early petition challenging formation of Keamari District was already under the hearing of the high court, it said.

The government issued notification for the Keamari district and distribution of assets despite these facts, the petition further argued. “The People’s Party government’s decision to this effect has been malicious and based on ill-intention,” the petition said.

The petitioners seek suspension of both notifications over the matter.

Local Government Department of Sindh had on October 29 notified formation of District Municipal Corporation in Keamari area which the government had earlier declared Karachi’s seventh district.

The new District Municipal Corporation will be known as DMC Keamari, the government notified.

Corona Virus: Pakistan has records 3,499 new cases, 39 deaths in 24 hrs

Pakistan has recorded 3,499 new cases and 39 deaths due to the COVID-19 in the last 24 hours, on Thursday.

In the past 24 hours, 39 more people succumbed to the disease, taking the death toll to 8,205. 1,586 patients have recovered from the virus during the last 24 hours and 2,469 patients are in critical condition.

The total count of active cases increased up to 51,654.

According to the National Command and Operation Centre (NCOC), with fresh inclusion of the infections in the country the national tally of cases now currently stands at 406,810.

A total of 42,904 tests were conducted across the country during this period. 346,951 people have recovered from the deadly disease while 5,627,539 samples have been tested thus far.

Earlier on Wednesday, keeping in view the rising number of COVID-19 cases amid the second wave of the pandemic, the Punjab government had imposed a ban on indoor dining in restaurants, cafes and hotels across the province.

Only open-air restaurants were allowed to continue dine-in services. However, the eateries were directed to follow the standard operating procedures (SOPs) issued by the government.

The Khyber Pakhtunkhwa (KP) government had also imposed a ban on indoor dining at restaurants and hotels across the province yesterday. The government banned dine-in services at restaurants and hotels, allowing the only takeaway.
