Pakistan’s Shaheen Afridi becomes highest wicket-taker in T20 cricket during 2020

Continuing his superb form, Pakistan’s young pace sensation Shaheen Shah Afridi has surpassed Afghanistan’s Rashid Khan as leading T20 wicket-taker in the ongoing calendar year, 2020.

Afridi achieved this feat on Monday during his domestic side KP’s National T20 Cup match against Sindh. Shaheen finished with 5 for 21.

This takes his T20 wickets tally in the year to 36, three more than Afghanistan’s spinner Rashid Khan.

With Rashid remains in action during Indian Premier League and Shaheen’s business in National T20 continues, the race between these two is likely to pace up in days to come.

Pakistan’s Haris Rauf and Shadab Khan, both with 31 wickets each, are following Rashid Khan on the table.

The 5-fer against Sindh on Monday was his career’s 4th 5 wicket haul. Only Lasith Malinga has more T20 5-fers. The Sri Lankan fast bowler has five 5-wicket hauls to his credit.

Shakeeb Al Hasan and David Wiese have also 4 five wickets haul to their T20 career credit.

This was also Shaheen’s third 5-wicket haul of the year. No other player has more than one 5-fer in the on going year.

WHO believes 10pc of world has had Covid-19
The WHO estimated on Monday that 10 percent of the world has been infected by the new coronavirus — way more than has been recorded — as it mulled speeding up internal reforms.

To date, more than 35 million cases of Covid-19 have been registered worldwide, including some 1.04 million who have died, according to a tally based on official sources.

But the World Health Organisation now estimates that around a tenth of the planet’s 7.8 billion or so people have already been infected since the virus first surfaced in China late last year — more than 20 times the official count.

“Our current best estimate tells us that about 10 percent of the global population may have been infected by this virus,” WHO emergencies director Michael Ryan told a special meeting of the agency’s executive board.

He stressed that infection levels varied “from urban to rural, it varies between different groups.” “But what it does mean is that the vast majority of the world remains at risk,” he warned.

WHO chief Tedros Adhanom Ghebreyesus meanwhile told Monday’s meeting that the pandemic should serve as a “wake-up call for all of us.” “We must all look in the mirror and ask what we can do better.” he said.

Tedros pushed back at criticism of the UN agency’s handling of the pandemic, insisting it from the start had “worked around the clock to support countries to prepare and respond to this new virus.”

Tedros, wearing a black face mask with a colourful pattern on the sides, also vigorously defended the reform process at the organisation over the past three years, but acknowledged it should be sped up.

“We’re not on the wrong path. We’re on the right path, but we need to go faster,” he said.

The executive board, which is made up of representatives from 34 countries who are elected for three-year periods, is meeting for two days this week for only its fifth-ever special session.

It aims to evaluate progress towards implementing an “impartial, independent and comprehensive evaluation” of the WHO’s response to the pandemic, as requested by member states.

Tedros said countries were being encouraged “to come with new ideas,” insisting that “we have to be open to change and we have to implement changes now.” He stressed for instance the need for “robust peer-review” of countries’ records on health.

He suggested that the Universal Periodic Review at the UN Human Rights Council, where each country’s rights situation is evaluated every few years, could serve as inspiration.

The WHO has met with harsh criticism for its pandemic response, in particular from the United States, which under President Donald Trump has begun withdrawing from the organisation it accuses of sounding the alarm too late.

Tedros has flatly denied that, insisting that the WHO had acted swiftly as soon as it received word of the new virus, and pointing out that it had declared the highest level of alert on January 30.

The organisation has also been criticised for slow or changing recommendations on the best measures to take in halting the spread of the virus, including on the importance of wearing face masks.

Someone related to opposition may have filed FIR against Nawaz Sharif: Faraz

Federal Minister for Information Shibli Faraz distanced Prime Minister Imran Khan and his government from the sedation FIR filed against PML-N supremo Nawaz Sharif, saying that someone related to the opposition may have done it.

“This FIR can be done by anyone. You can do it against me. I will say that someone [opposition] of theirs must have done it,” Faraz told the media in a press conference on Tuesday after the federal cabinet's meeting.

The minister further said that Prime Minister Imran Khan and his government should not be involved in the matter.

"Punjab government will find out who did this and investigate it. This has nothing to do with us [federal government],” said Faraz. He added that PM Imran was neither “free” neither does he go after FIRs.

“Whoever has done it will be found out and the government has nothing to do with it. Anyone can do it hence you should not put it on us,” said Faraz.

The minister clarified that the prime minister has not called himself the “only patriot” in the country. He added that it has been proved “everywhere” and at the international level that he is a “patriot”.

“We have not issued any certificates of traitorship,” clarified Faraz, adding that the government says the same narrative is being used by certain political leaders that are used by our “enemies”.

“We will infer that you are speaking the enemy’s language. We have not said who is a traitor and who is not a traitor,” said Faraz.

He gave the example of the Financial Action Task Force laws, which he said India wanted to use to put Pakistan on the watchdog's blacklist.

“Our enemies do not want to see us stable. They want that somehow the country turns into what happened to Libya, Iraq or Afghanistan,” warned Faraz, adding that they will not leave any opportunity to achieve this goal.

He added that the main reason for this was that Pakistan had the option of two leaders, Imran Khan and Nawaz Sharif. Comparing the two leaders, Faraz said it was easy to manipulate a leader who has assets in a foreign country.

“When you have assets in another country then your foreign policy, even though it is in your national interest, you won't be able to pursue it because of your conflict of interest,” Faraz said.

He then said that in the case of Imran Khan, he is a leader “who does not do corruption and neither has any businesses”. He added that Pakistan’s enemies cannot bring Imran Khan under “international pressure” because whatever he has, is in Pakistan.

Faraz maintained that the government was not worried about the opposition and was working towards the country’s prosperity.

Cabinet meeting

Speaking about the cabinet meeting held earlier during the day, Faraz said the sugar and wheat stocks of the country came under discussion. He added that the cabinet was told that the stocks of the country were sufficient according to the current demand.

However, the minister noted that prices in Karachi were higher because the “Sindh government was not releasing wheat”. He also added that the price of the food commodity was high in Khyber Pakhtunkhwa due to the recent spell of rains which had harmed the provincial output.

Faraz shared that the cabinet was also briefed by PIA officials on the airline's performance. He added that the cabinet was told that despite the COVID-19 pandemic and other issues, the PIA earned Rs 7.8 billion in revenue.

Man behind FIR against Nawaz Sharif found to have criminal record
Badar Rasheed, the man behind the sedition case against former prime minister Nawaz Sharif, has a criminal record — including an attempted murder charge — with cases registered against him in multiple police stations of Lahore, the police said on Tuesday.

The police said that Rasheed has cases of attempted murder, illegal weapons and interference in government matters lodged against him. Interestingly, the attempted murder case has been registered in the Shahdra Police Station, the same police station where the sedition case was registered.

On the other hand, an illegal weapons case has been registered in the Sharqpur police station of Lahore, whereas a case of interference in government matters and a scuffle with police has been registered in the Old Anarkali Police Station.

The police also confirmed that Rasheed has also been arrested in some cases.

It also said that he has also fought an election for a Union Council chairman post on a Pakistan Tehreek-e-Insaf (PTI) ticket.

Meanwhile, pictures of Rasheed along with Governor Punjab Chaudhry Sarwar also emerged on Tuesday. It was reported that Rasheed was the president of PTI’s youth wing in Ravi Town.

A spokesperson of the Punjab governor, when contacted, distanced him from the pictures saying that the Sarwar had no role in the lodging of the case against Nawaz Sharif.

The spokesperson also said that multiple people visit the Punjab governor and it was a matter of “routine” to take pictures with him.

Meanwhile, PTI Punjab president Ijaz Chaudhry also distanced the party from Badar Rasheed and said that he has no association with them. He added that PTI did not have any youth wing.

‘Imran Khan ordered registration of FIR’

PML-N’s information secretary Azma Bukhari alleged that specific clauses in the FIR were registered on the orders of PM Imran Khan.

“No police officer can impose the clauses in the FIR without the consent of the government,” said Bukhari. She added that Fawad Chaudhry was shedding “crocodile tears” to claim that the prime minister had no knowledge about the FIR.

“Imran sahab, if you do not know about the orders and powers of the executive, then why are you in the Prime Minister's House?” asked Bukhari.

She added that the prime minister will have to answer for every injustice done to Nawaz Sharif and PML-N workers.

Nawaz Sharif booked for sedition

Former prime minister Nawaz Sharif and the top leadership of PML-N was named in a first information report (FIR) on Monday for delivering provocative speeches from London “to defame Pakistan’s institutions”.

The Shahdara police registered the FIR under the sedition laws against Nawaz Sharif on the complaint of a citizen, Badar Rasheed, son of Rasheed Khan, a resident of Mohallah Khurshid Park, Shahdara, under sections 120, 120B, 121, 121A, 123A, 124, 124A, 153, 153A and 505 of the Pakistan Penal Code (PPC) and Section 10 of Prevention of Electronic Crimes Act 2016.

The complainant claimed that Nawaz hatched a criminal conspiracy by delivering speeches from London on the electronic and social media on Sept 20, 2020 during the All Parties Conference (APC), and PML-N’s central working committee (CWC) and central executive committee meetings on Oct 1, 2020.

The complainant alleged that the former prime minister, in his speeches, supported the policies of India, and claimed that Nawaz wanted to give an impression that Pakistan would be listed in the Financial Action Task Force (FATF) black list in its upcoming meeting.

The citizen, in the FIR, claimed that Nawaz, in his speeches, wanted to divert the attention of people across the world from Indian forces’ atrocities in occupied Jammu and Kashmir and India’s occupation of the territory.

“Nawaz Sharif’s speech was aimed to indirectly benefit his friend Indian Prime Minister Narendra Modi,” stated the FIR. It also alleged that the former prime minister’s speeches defamed Pakistan’s high courts and armed forces in front of the international community.

Besides Nawaz Sharif, Azad Jammu and Kashmir (AJK) Prime Minister Raja Farooq Haider Khan and three retired generals are among 40 PML-N leaders nominated in the FIR.

Sindh demands federal govt withdraw 'illegal, unethical' ordinance to take over twin islands off Karachi's coast

The Sindh government on Tuesday asked the federal government to "immediately" withdraw an ordinance aimed at taking control of two islands along Karachi's coast, saying the islands belonged exclusively to the people and the government of Sindh.

At a press conference in Karachi, representatives of the provincial government said the Sindh cabinet had also decided not to hold any further discussion with the Centre regarding the development of the islands.

Keeping parliament out of the loop, President Arif Alvi on August 31 promulgated the Pakistan Islands Development Authority (PIDA) Ordinance, 2020, to facilitate the Centre to take control of Sindh’s two islands — Bundal and Buddo. The ordinance was notified the following day.

Just two weeks later, President Alvi discussed the fate of Bundal Island's development with real estate tycoons and businessmen, including Malik Riaz, Aqeel Karim Dedhi and Arif Habib.

The PIDA is being established “for the development and management of the islands in the internal waters and territorial waters of Pakistan”, but only Bundal and Buddo islands have been mentioned as “specified areas” in the first schedule of the ordinance.

The enactment of the ordinance triggered strong criticism from the ruling party of Sindh, with PPP chairperson Bilawal Bhutto-Zardari on Monday equating the move with the illegal annexation of Indian-occupied Jammu and Kashmir by Indian Prime Minister Narendra Modi last year.

On Tuesday, Sindh Information Minister Syed Nasir Hussain Shah said the islands "were, are and will remain the property of Sindh", adding that the province did not desire any development in which its people were not involved and which was without the Sindh government's approval.

"We will not allow any action that seeks to usurp Sindh's rights and land and could harm the local population," he said.

Murtaza Wahab, the provincial government's spokesperson, said the Constitution clearly stated that the land within a province's limits belonged to the provincial government.

Through the PIDA ordinance, he said, the federal government has "tried to give the impression that they can add any island to federal property by amending this schedule. This is a completely unconstitutional act done by the federal government."

He further said the Sindh cabinet today had "unanimously expressed reservations" over and condemned the move and demanded that the federal government "withdraw this illegal ordinance forthwith".

Terming the ordinance "an encroachment on the provincial authority and powers", Wahab said the Sindh government had long maintained that the islands were a property of the people and government of Sindh.

"When the federal government told Sindh that they wanted to carry out development on these islands, the Sindh government categorically informed them that these islands are property of Sindh government and people," he added, denying the impression that "the Sindh government did not fight Sindh's case."

According to Wahab, the Sindh government after being approached by the Centre had put forward four conditions regarding the islands' development, which included the points that "the islands are Sindh's property and will be used as per the Constitution; the terms and conditions of whatever development is carried out will be shared with us and we will discuss them; and the interests of the local population [and] fishermen will be prioritised."

He said the provincial government had showed willingness to the proposal "in good faith" and for the progress of the local residents.

But "on September 2, they (Centre) attacked the rights of Sindh and Balochistan by issuing this ordinance without any consultation and showed ownership of something which is not theirs," the spokesperson said, terming the move "illegal and unethical".

He said the ordinance, published in the Gazette on September 2, was made public in the first week of October, which he alleged showed the federal government's "ill-intent".

"The Sindh cabinet ... has decided that these islands are the property of Sindh's people, government and province," he reiterated. "We have rejected this ordinance and requested the federal government to immediately withdraw it."

He said the talks that the Sindh government planned to hold with the Centre regarding the islands "in good faith" will no longer be taken forward "because we don't trust your word anymore".

A letter addressed to the federal government regarding the proposal for the islands' development was also withdrawn by the Sindh cabinet, Wahab told the news conference.

'Cat is out of the bag'

Not long after the presser, Federal Minister for Maritime Affairs Ali Haider Zaidi tweeted a letter in which the Sindh government appeared to have approved development by the Centre on Bundal Island. The letter was apparently written in response to a July 2, 2020, communique sent to the Sindh chief secretary by the federal government regarding development on the island.

"In pursuance of the said request made by [the] federal government, the provincial cabinet has decided to make the said island available to the federal government, as per law, for the purpose mentioned in [the Centre's letter] ... in public interest, on such terms and conditions as may be agreed upon," read the letter sent by the secretary of Sindh's Land Utilisation Department to the Cabinet Division's secretary.

The letter shared by Zaidi added that "any development or construction activity on [Bundal] Island by the federal government shall also protect and promote the legitimate interests of local fishermen/population."

"The cat is out of the bag. All can see how hypocritical PPP leadership is," Zaidi wrote in his tweet accompanying the letter.

He said "no unconstitutional steps" had been taken on Bundal Island, adding that the Bundal and Buddo islands fell under Port Qasim Authority's (PQA) coordinates.

At a press conference, Information Minister Shibli Faraz also defended the federal government, saying the "status of reclaimed land" and other such issues were technical matters.

Referring to Bilawal's comment equating the ordinance move with the annexation of Kashmir, the minister said: "We do something noble ... and Bilawal said what we are doing is what Modi did to Kashmir. We are trying to create opportunities for you to benefit your people and you are objecting to this? Are we an outside country? Do you not consider us Pakistani?"

What is PIDA?

The PIDA will be directly answerable to the prime minister, who would be the patron of the authority. Besides approving the policies, the prime minister would give approval to all development schemes.

The federal government would appoint a serving or retired grade-22 bureaucrat or a serving or retired officer of the armed forces “not below the rank of a lieutenant general or equivalent” or an “experienced professional” or a “businessman” as the PIDA chairman for a period of four years. The head office of the PIDA will be located in Karachi, but the government has hinted at establishing regional offices in other parts of Pakistan.

Under the ordinance, the authority would be exempted from paying income tax for one full decade.

A cursory look at the functions of the PIDA, as stated in the ordinance, suggests that the authority would act as another land-owning agency in Karachi and would perform functions of a fully empowered local government.

Section 5 of the Ordinance deals with the functions of the authority and some of its clauses read: The authority shall “initiate and maintain a continuous process of reclamation, master planning, urban planning, spatial planning for” Bundal and Buddo Islands, and promote and stimulate the two islands as “trade, investment and logistics centres and hubs, duty free areas and international tourist destinations”.

The authority may raise funds through any means including through real estate investment trusts, bonds and sukuk, and obtain loans from donor agencies, government bodies and financial institutions. The authority is also allowed to generate its own electricity or obtain utilities in bulk or otherwise.

The PIDA is also empowered to retain, lease, sell, exchange, rent or otherwise dispose of any land vested in it.

Afghanistan's top order batsman Najeeb Tarakai has died from injuries following a road accident last week, the country's cricket board said on Tuesday.

The 29-year-old was critically injured in the accident on Friday, the Afghanistan Cricket Board (ACB) said without sharing details.

“ACB [...] mourns the heartbreaking and grievous loss of its aggressive opening batsman and a very fine human being [...]” the board tweeted.

Tarakai made his international debut in the 2014 T20 World Cup in Bangladesh and played his only one-day international against Ireland in 2017.

Tarakai scored 32 in his last outing for Mis Ainak Knights in the Shpageeza Cricket League last month.
