PM Imran to address UNGA Session today
Prime Minister Imran Khan will address the 75th session of the United Nations General Assembly (UNGA) today (Friday) via a video link.

The general debate of the 193-member assembly, which is traditionally a high-profile annual UN event, opened on September 22. However, this year it has been trimmed-down, with world leaders staying away from New York because of the coronavirus pandemic.

They will be contributing set-piece speeches via video link.

According to the list, PM Imran, who last year made his debut at the UN as head of state, is the sixth speaker in the afternoon session.

In his weekly briefing in Islamabad, Foreign Office Spokesperson Zahid Hafeez Chaudhri said the Prime Minister, in his address, will share Pakistan's perspective on various regional and international issues.

He said the Prime Minister will once again raise the issue of Jammu and Kashmir dispute.

In his wide-ranging address, the Prime Minister will also share Pakistan's successful handling of COVID-19, his debt relief initiative for developing countries and Islamophobia.

Indian Prime Minister Narendra Modi is scheduled to speak on September 26, a day after the Pakistani leader’s address.

US President Donald Trump has already addressed the UNGA on the morning of September 22, the opening day of the general debate, which will run through September 29.

The US is traditionally the second speaker in the high-level debate after Brazil.

The coronavirus claimed seven more lives across the country during the last 24 hours, lifting the death toll from the highly contagious disease to 6,444.

According to the National Command and Operation Centre (NCOC), 798 more people tested positive for the infection during this period, bringing the number of confirmed cases in the country to 309,015.

As many as 294,740 Covid-19 patients have recuperated from the disease thus far as the number of active cases stands at 7,831. 37,504 samples were tested during the previous 24 hours, out of which 798 turned out to be positive. Thus far, more than 3.3 million tests have been conducted across the country.

Thus far, Sindh has reported 135,246 cases of the coronavirus, Punjab 98,864, Khyber Pakhtunkhwa 37,525, Balochistan 14,838, Islamabad 16,324, Gilgit Baltistan 3,608, and Azad Jammu and Kahsmir 2,610.

SBP reserves decline by US$119 million after external debt repayments
The State Bank of Pakistan (SBP) on Thursday announced a decline in foreign reserves of the country by United States Dollar (USD) 119 million owing to external debt repayments by the government during the week ending on 18th of September.

According to a release issued by the central bank, the total liquid foreign reserves held by the country stood at US$ 19,903.7 million on 18-September-2020.

Giving a break-up of the foreign reserves position, the state bank holds reserves of US$ 12,701.6 million as compared to US$7,202.1 million reserves held by commercial banks.

Earlier on September 17, the State Bank of Pakistan’s (SBP) net reserves increased by $13 million to $12.82 billion during the week ending on 11th of September.

Detailing the position of the reserves, the SBP, in a statement said that the overall foreign reserves of the country stood at $19.95 billion.

Giving its breakup, it said that the SBP currently held the foreign reserves of up to $12.82 billion and $7.13 billion reserves held by the commercial banks.

The National Electric Power Regulatory Authority (NEPRA) on Thursday approved an increase in the power tariff by Rs1.62 per unit on account of fuel adjustment cost for the second and third quarters of FY 2019-20.

If the government approves NEPRA's tariff hike, consumers will have to bear the burden of Rs164.87bn. The decision by the authority was taken in light of requests filed by power distribution companies during the last financial year.

"The Authority has determined a uniform rate of Rs.1.6236/kWh attached as Annex-I with the instant decision, for the allowed amount of quarterly adjustments of Rs.73,065 million pertaining to the 2nd quarter and Rs.91,805 million for the 3rd Quarter of FY 2019-20 (total Rs.164,870 million)," read a press release by NEPRA. "Across each category of consumers of XWDISCOs, based on projected sales for the FY 2017-18, after excluding therefrom the sales to life line consumers, to be recovered in twelve (12) months period.

"Since, through amendment in NEPRA Act, the power to impose surcharges by the Federal Government has been removed, therefore, the Federal Government shall not rationalize the allowed uniform rate of Rs.1.6236/kW}i upwards for any consumer category," read NEPRA's statement.

The decision to hike electricity tariff will not be applicable on K-Electric.

PM Imran Khan calls upon 'tax havens' to return stolen wealth of developing countries

Prime Minister Imran Khan while addressing the United Nations International Financial Accountability, Transparency and Integrity (FACTI) panel on Thursday, called upon countries he termed "tax havens" to "adopt decisive actions" and return wealth looted from developed countries.

"We welcome the interim report of the FACTI panel. The figures [...] mentioned in the report are staggering," said the premier.

He said that $1tn is taken out each year "by these white collar criminals".

"$20-40 billion is in the form of bribes received by these corrupt white collar criminals," PM Imran added.

Listing other findings, he noted that $7 trillion in stolen assets is parked in these safe tax haven destinations and $500-600bn is lost each year in tax avoidance by multinational companies.

"This bleeding of the poor and developing countries must stop," the premier urged.

He called upon the international community to "adopt decisive actions", before proceeding to list 9 recommendations:

1. The stolen assets of developing countries including proceeds of corruption, bribery and other crimes must be returned immediately.

2. The authorities in haven destinations must impose criminal and financial penalties on their financial institutions which receive and utilise such money and assets.

3. The enablers of corruption and bribery, such as accountants and lawyers and other intermediaries must be closely regulated, monitored and held accountable.

4. The beneficial ownership of foreign companies must be revealed immediately upon inquiry by the interested and affected governments.

5. Multinational corporations must not be allowed to resort to profit shifting to low tax jurisdictions for avoiding taxation. A global minimum corporate tax could prevent this practice.

6. Revenues from digital transactions should be taxed where the revenues are generated, not elsewhere.

7. Unequal investment treaties should be discarded or revised and a fair system for adjudication of investment disputes set up.

8. All official and non-official bodies set up to control and monitor illicit financial flaws must include all the interested countries.

9. The UN should set up a mechanism to coordinate and supervise the work of the various official and non-official bodies dealing with illicit financial flaws to ensure coherence, consistency and equity in their work.

The premier said that in the backdrop of the recession triggered by the COVID-19 pandemic, there is an even greater need for developing countries "to protect and preserve their precious resources".

"Unless these steps are taken, the difference between the rich and poor countries will keep growing. The developing countries will get impoverished and what we see of the current migration crisis will be dwarfed by what will happen in the future," PM Imran warned.

UNGA address on Sept 25

The general debate of the 193-member assembly, which is traditionally a high-profile annual UN event, opened on September 22. However, this year it is a slimmed-down affair, with world leaders staying away from New York because of the coronavirus pandemic.

They will be contributing set piece speeches via video link.

According to the list, PM Imran, who last year made his debut at the UN as head of state, is the sixth speaker in the afternoon session on September 25.

“I expect that the prime minister will once again raise the cause of the Kashmiri people for self-determination and aazadi [freedom] from Indian oppression," Pakistan’s ambassador to the UN Munir Akram told APP.

Akram added that the prime minister will also talk about Pakistan’s facilitation of and hopes for the peace process in Afghanistan, its successful response to the coronavirus crisis, debt relief for developing countries and other international issues in his wide-ranging address.

Indian Prime Minister Narendra Modi is scheduled to speak on September 26, a day after PM Imran's address.

"Current events show that certain meetings are kept secret," Nawaz tweeted on Thursday, "and how other meetings are made public to give off a certain impression."

This game should stop now, tweeted the former prime minister.

"Today, I am issuing directives to my organisation: No member of our party will meet any representative of the military and related agencies," he added.

Nawaz said that if any such meeting was found to be necessary, it will take place only after the party leadership's approval and it be put on the public record.

"If the meeting is indeed necessary, it will not be kept secret," added the former prime minister.
