Saudi Arabia announces gradual restoration of Umrah services
Saudi Arabia has announced a phase-wise restoration of Umrah services in the country keeping in view the COVID-19 pandemic situation.

Arab media reports quoted Saudi Hajj and Umrah Minister Muhammad Saleh Benten during Umrah Forum as saying that Umrah pilgrims would be allowed in the country in a phase-wise manner keeping in view the existing health issues.

He said that the latest technology would be utilized for managing the affairs and companies offering the pilgrimage package would introduce it using modern technology. Around 30 Saudi and international companies will initially be allowed to offer these services.

The ministry would launch an app and those who decide to visit the Holy sites during the pilgrimage would choose their dates of visit using the application. The companies would offer their online services and would remain in touch with the visiting pilgrims.

A new smart card will be issued for these companies during their transitional period and this card will be used first to serve visitors to the Prophet’s Mosque from within the Kingdom and abroad.

He said that the merger of Umrah companies and the establishment will make them strong entities that are capable of providing high-quality services for some 16 million domestic and foreign Umrah pilgrims annually.

The minister said that Saudi Arabia was committed to serve the Umrah pilgrims to the best of its abilities and plans to host 30 million pilgrims by 2030.

Support for Taiwan independence 'doomed to fail': China

China on Monday increased its rhetoric over Taiwan, describing any support for its independence as "doomed to fail", and threatened retaliation against US diplomatic visits to the island.

Taiwan has been ruled separately from China since the end of a civil war in 1949, but Beijing considers the island part of its territory awaiting reunification.

The island is a flashpoint with Washington, which promises military support to the elected government and has sent two envoys to Taipei in as many months.

At a press briefing Monday, the foreign ministry said that the envoys' visits were a "political provocation" and threatened retaliation.

"China will take appropriate countermeasures, including targeting relevant individuals," said foreign ministry spokesman Wang Wenbin, without elaborating.

He warned that the US actions will "further damage the cooperation" between the US and China.

Wang added that any support for Taiwan's independence is a "dead end... doomed to fail".

Washington switched diplomatic recognition to Beijing in 1979.

Beijing rejects any recognition of Taiwan and has mounted a decades-long policy of marginalising the democratic island.

Washington's increased outreach to Taiwan under President Donald Trump is among a catalogue of sore points with Beijing as the countries clash over issues including trade, security and the coronavirus pandemic.

The US Undersecretary of State for economic growth, energy and the environment Keith Krach wrapped up a trip to Taiwan at the weekend, following on the heels of a trip by US health chief Alex Azar in August.

Last Friday, Taiwan scrambled fighter jets as the Chinese military conducted exercises near the Taiwan Strait during Krach's visit.

US Secretary of State Mike Pompeo accused China of "military blustering".

14 Afghan security men killed in clashes with Taliban
At least 14 Afghan soldiers and police were killed during intense fighting with the Taliban in southern Afghanistan, officials said on Monday, as unabated violence gripped the country despite ongoing peace talks.

Taliban fighters launched an overnight assault late on Sunday on several Afghan security force positions in the southern province of Uruzgan, inflicting a heavy toll that left Afghan troops vulnerable to being overrun.

The government-controlled district of Gizab also risked falling into insurgent hands, officials said.

“Intense fighting is ongoing. Our forces have retreated from several outposts,” Zelgai Ebadi, a spokesman for the provincial governor, said.

Officials said 14 Afghan security forces had been killed and more than a dozen more wounded.

“The fighting is now close to police headquarters. We need more reinforcements,” said Amir Mohammad Barekzai, head of the Uruzgan provincial council.

The battle comes as Taliban and Afghan government negotiators are meeting in Doha, where they are trying to find a way to end 19 years of war.

A hopeful start to the talks more than a week ago was immediately marred by fresh violence across Afghanistan, and negotiators have made little tangible progress.

On Saturday in the northeastern province of Kunduz, the Afghan air force conducted multiple strikes on Taliban positions that killed more than 30 insurgent fighters, military officials said.

However, local officials on Monday said the strikes killed at least 17 civilians.

Esmatullah Muradi, spokesman for the Kunduz provincial governor, said the civilians died as they gathered at the site of an initial strike against the Taliban.

“Based on our initial investigation, 17 civilians were also killed and 15 more injured in the second air strike,” Muradi said, adding an “unknown number” of militants had been killed.

The defence ministry has not confirmed any civilian casualties and said it was investigating the case.

The interior ministry meanwhile said the Taliban had killed 98 civilians and wounded 230 more over the past two weeks in Afghanistan.

In Kabul, at least one person was killed and three more injured on Monday in three separate explosions caused by so-called sticky bombs — homemade devices attached to vehicles with magnets that are regularly used to target security forces.

No group immediately claimed responsibility.

Speaking in Kabul, Afghan President Ashraf Ghani however appeared hopeful about peace talks.

“Peace is not possible without compromise,” he told a gathering to mark International Peace Day. “Peace talks are like playing chess. Be patient,” he said.

Phase III clinical trial of coronavirus vaccine begins with at least 8,000 candidates in Pakistan

The Phase III clinical trial of a Chinese-developed coronavirus vaccine has commenced in Pakistan under the supervision of the National Institute of Health (NIH), with some 8,000-10,000 candidates participating, the study's principal investigator, Maj Gen Aamer Ikram, announced on Tuesday.

Addressing a press conference alongside Special Assistant to the Prime Minister on Health Dr Faisal Sultan, Maj Gen Ikram — who also holds the executive director position at NIH — said "it is an honour for us that we have launched the first-ever Phase III clinical trial of the coronavirus vaccine", formally called the Adenovirus Type 5 vector (Ad5-nCoV).

He noted that three of the nearly seven vaccines currently in their Phase III clinical trials were from China.

"CanSino Biologics Inc's vaccine is based on recombinant technology, which has a [deactivated] adenovector," he explained, referring to the mechanism of the vaccine developed by the Chinese biopharmaceutical company.

"The virus vector and cell culture have been procured from Canada. After that, it is made into a vaccine which, through recombinant technology, creates antibodies," he explained.

The study's principal investigator said the trial's first clinical phases saw tests carried out on animals and a subsequent Phase 1 clinical trial, which reviewed the vaccine's safety and efficacy on humans.

The initial clinical trials were "done in China at the start of the year and it [the vaccine] was [found to be] safe and immunogenic". A Phase 1 clinical trial carried out in China "produced great results", Maj Gen Ikram said.

Ikram explained that a Phase 2 trial — considered "a major trial" — was carried out on some 508 people and produced "greats results as well and was published in Lancet, which is considered to be one of the top medical journals".

The technology employed in the development of Ad5-nCoV was similar to the one used in the AstraZeneca Oxford trial — AZD1222 — except that the latter used the adenovector of chimpanzees' virus and the Chinese vaccine uses a human vector, he added.

It is important to note that the Oxford trials, however, are currently on a "temporary pause" due to "an unexplained illness" occurring in the study, the British multinational company AstraZeneca had announced earlier this month.

The officer assured that the trial in Pakistan was "totally quality assured", however.

"The real thing is the Phase 3 trial, which is a large and quite difficult project," he said.

"We're extremely grateful for the patronage from the NCOC [National Command and Operations Centre] and the Ministry of Health, both of which have supported us in fulfilling the government's requirements.

"[The Phase III clinical trial] has already commenced today and we have some 8,000-10,000 candidates and volunteers. There's a formal system for everything. There will be a medical examination, then the vaccine, and then a follow-up which will be done after 12 months.

"But we're expecting the vaccine results by four-to-six weeks and we will follow up with the candidates in the next three months and get to know the level to which antibodies were created and more about its [the vaccine's] safety,"

The NIH executive director said follow-ups will be done for almost a year "to see how long antibodies persist and whether a second dose is required".

However, previous published studies show that a single dose is sufficient and a second one is not recommended at the moment.

"We'll finally get to know as much as possible in the Phase 3 trial — its final efficacy and whether it has been proven [as effective against the coronavirus]."

"The vaccine will then be made available to the market and — let me just tell you — this is a vaccine that, at present, in China, has already been approved for the Chinese army and police and is being administered to them.

"That means its safety is ensured," Maj Gen Ikram stated.

"This is the kind of research that goes on around the world all the time. The time has come for Pakistan to benefit from this field — a billion-dollar industry — as much as possible!"

SAPM Dr Sultan, on the other hand, explained that Pakistan's participation in "this scientific process [will help] our medical system improve and our capability for future trials, as well as participating in trials for and development of new vaccines for new diseases, will improve".

"I believe this is a crucial moment and a public good initiative that offers a chance for everyone to benefit," the special assistant added. "I wish to congratulate our team, which brought the trial to where it is today, our collaborating partners, and the Pakistani nation for being part of this important step!"

Imaad seemed nowhere in contention at the end of round 20 - four wins behind Khatri but he regained his composure and launched a spectacular ascend to the top, winning all of the remaining seven matches, including the last two against Khatri in the king-of-the-hill format.

Imaad and Waseem both won 19 of their 27 games but the teen won on a better spread: 1469 compared with 1210 of Waseem.

Hammad Hadi Khan finished 3rd with 18 wins and a spread of 1333 just edging out his younger brother and defending champion Hasham Hadi Khan who also won 18 games but had a lower spread, 967.

Basil Khan, Ahad Riaz, Taha Mirza, Monis Khan, Sohaib Sanaullah and Hassan Hadi Khan made up the rest of the top ten.

Managing Director PharmEvo Haroon Qasim along with company’s CEO Syed Jamshaid Ahmed and Director Youth Programme of Pakistan Scrabble Association (PSA) Tariq Pervez distributed cash prizes and trophies among the winner, the runner up and the top 10 players.

Speaking on the occasion, Jamshaid said it was heartening to see a young player clinching the national championship while players as young as nine years of age playing against former national champions in the event.

He said researches have proved that scrabble helps in boosting immunity and mental well-being of players and vowed to continue supporting scrabble and other sporting activities.

Opening batsman Sharjeel Khan has aimed to play for the national side in the T20 World Cup next year and thinks believes that an impressive performance in the National T20 Cup is the way to go.

The left-hander was a regular for Pakistan but lost several years of his prime after being found guilty in the infamous spot-fixing scandal of Pakistan Super League 2017. After admitting his guilt and serving his time, Sharjeel was given a second chance by Karachi Kings in the PSL earlier this year where he did show glimpses of his former self.

Speaking to a group of journalists, Sharjeel said that his main goal remains to play for Pakistan again and make it to the T20 spectacle, which will be played in India next year.

“I played the last T20 World Cup that was played in 2016 in India. Right now my focus is on The National T20 Cup that is starting soon. I want to perform well there, get my team the title, and then make a comeback into the national side and play the World Cup next year,” he said.

Two MQM workers sentenced to death in Baldia factory fire case

An anti-terrorism court (ATC) on Tuesday handed death sentences to two MQM workers, Abdul Rahman 'Bhola' and Zubair 'Charya', for their involvement in the deaths of over 260 labourers in the 2012 Baldia factory arson incident.

MQM leader Rauf Siddiqui, who had been accused of being involved in the incident, was, however, acquitted by the court for want of evidence, along with Umar Hasan Qadri, Dr Abdul Sattar Khan and Iqbal Adeeb Khanum.

Four others — Shahrukh, Fazal Ahmed, Arshad Mehmood and Ali Mohammad — were handed life sentences for facilitating the crime.

The highly-anticipated decision, almost eight years in the making, was announced today by the anti-terrorism court.

One key suspect, the then in-charge of the MQM's Karachi Tanzimi Committee, Hammad Siddiqui, remains absconding. The prosecution had argued in the case that he was the brains behind the extortion and the arson act.

The special public prosecutor had earlier this month said a decision had been reserved on September 2 after arguments from various parties were completed, with the case pending in various courts for almost eight years.

MQM demanded Rs250 million extortion

According to the prosecution, the factory was set on fire by men affiliated with the MQM because the factory owners had refused to give in to the party’s demands for extortion money.

Arshad Bhaila, one of the owners of the factory, had testified in court that MQM men had asked him to pay Rs250 million or a share of 50% in the factory's profits. He said he had been willing to pay Rs10 million.

Throughout the hearings, the statements of some 400 witnesses were recorded, with the factory owners presenting theirs via video link from Dubai.

Former MQM sector in-charges Abdul Rahman, alias 'Bhola', and Zubair, alias 'Charya', were eventually arrested in the case.

Bhola was arrested back in December 2016 from Bangkok with the help of the International Criminal Police Organization, or Interpol. He had confessed to the crime before a judicial magistrate.

Factory lacked safety standards

Independent opinions suggest that regardless of the cause of the fire, casualties occurred because the factory lacked the basic occupational health and safety standards, while the building design was also flawed.

According to London-based research group Forensic Architecture, which conducted an analysis of the fire using computer simulation, inadequate safety measures at the factory had led to the catastrophic death toll.

The case is based on the findings of the joint investigation team’s report, which states that the incident was that of arson, and that the scene was compromised because of the fire rescue activities and the time-lapse.

The report also disapproved of the previous investigations’ claims of holding an electrical short circuit responsible for the fire incident at the Baldia garments factory.

'We were trapped inside'

"People started screaming for their lives,” the then-20-year-old Mohammad Asif had said as he described the incident. "Everyone came to the window. I jumped from the third floor.”

Employee Mohammad Pervez had said at the time the factory owners "were more concerned with safeguarding the garments in the factory than the workers” and that "a lot of people would have been saved" had there been no metal grilles on the windows.

Another worker, Liaqat Hussain, then 29, had said the blaze engulfed the entire factory "within two minutes".

“The gate was closed. There was no access to get out, we were trapped inside,” Hussain had said.

The massive fire was initially reported to have been caused by a short circuit.
