Al-Aqsa mosque compound to be closed from Friday as COVID-19 cases rise

The Al-Aqsa mosque compound will be closed on Friday, said authorities on Wednesday after a rise on COVID-19 cases.

With cases of the virus on the rise in Israel and the Palestinian territories, the Waqf authority held an emergency meeting with health officials.

Waqf members decided to "suspend the entry of worshippers starting from Friday afternoon (September 18) for a period of three weeks".

"We hope that citizens will understand this procedure, in order to preserve their health and wellbeing," Waqf member Hatem Abdel Qader told AFP.

The closure coincides with a three-week lockdown to be imposed by Israel, which controls the entrances of the compound.

The call to prayer will continue to ring out across Jerusalem´s Old City, Qader said, while Waqf employees will be allowed to pray at the site.

Jordan is the custodian of the compound, known by Muslims as the Haram al-Sharif, or Holy Sanctuary, and as the Temple Mount by Jews.

It is only the second time that the Waqf has decided to close the compound since Israel occupied east Jerusalem in the Six-Day War of 1967.

Israel has previously blocked access to the flashpoint site, which is a focus of Palestinian aspirations for statehood.

The Waqf shut the compound at the onset of the pandemic in March, when sweeping closures upended religious life in a way not seen for centuries.

Israeli authorities have reported nearly 167,000 coronavirus cases, with 1,147 deaths.

In the occupied West Bank some 214 people have died from the virus and more than 30,200 cases have been registered by Palestinian authorities.

Trump says coronavirus vaccine could be available in a month

Despite cautionary notes sounded by some US public health officials about that accelerated timeline, US President Donald Trump on Tuesday said a vaccine against the deadly coronavirus could be three or four weeks away.

Trump, speaking at a town hall hosted by ABC News in Philadelphia, defended his handling of the coronavirus crisis, and said a vaccine could be ready for distribution before the US presidential election on November 3.

"We're very close to having a vaccine," he said. "If you want to know the truth, the previous administration would have taken perhaps years to have a vaccine because of the FDA and all the approvals. And we're within weeks of getting it... Could be three weeks, four weeks."

Earlier this month, top US infectious disease expert Dr Anthony Fauci told CNN that most experts believe a vaccine will be ready by November or December. "It is conceivable that you can have it by October, though I don't think that that's likely." Other experts say a scientifically credible vaccine will not be available until early 2021.

Trump bristled at tough questions from uncommitted voters and ABC News host George Stephanopoulos during the town hall meeting, arguing that his decision to impose travel bans on China and Europe had saved thousands, if not millions, of lives.

He also defended Americans who have shunned face masks and social distancing guidelines and said even experts like Fauci had changed their views about those practices during the crisis.

Trump has faced criticism for holding large-scale campaign events in Nevada and other states - events that his adviser Fauci has described as "absolutely" risky.

His Democratic challenger, former vice president Joe Biden, last week accused Trump of "dereliction" of duty in dealing with the pandemic, which has cost millions of jobs.

The United States has reported nearly 6.6 million cases of COVID-19, the disease caused by the virus, the highest number worldwide, and nearly 195,000 deaths. That accounts for 20% of the cases worldwide, although the United States has just 4% of the world's population.

Trump said the United States had a number of cases because it did more testing that other countries.

He also repeated his claim from early in the pandemic that the virus would disappear on its own, and denied understating the threat of the disease when asked by an audience member why he would "downplay a pandemic that is known to disproportionately harm low-income families and minority communities."

"Yeah, well, I didn't downplay it. I actually, in many ways, I up-played it, in terms of action. My action was very strong," the Republican president, who is seeking reelection on November 3, said.

Trump also provoked mockery on Twitter when he spoke about "herd mentality" instead of "herd immunity," a form of indirect protection from infectious disease that occurs when enough people have become immune through vaccination or previous infections.

"It would go away without the vaccine ... but it's going to go away a lot faster with it," he said. "You'll develop ... a herd mentality."

Yoshihide Suga elected as Japan's new prime minister

Japan's parliament on Wednesday elected Yoshihide Suga as prime minister, following Shinzo Abe's resignation.

The former chief cabinet secretary is expected to stick closely to policies championed by Abe during his record-breaking tenure.

"According to the results, our house has decided to name Yoshihide Suga prime minister," lower house speaker Tadamori Oshima told parliament after the votes were counted.

Suga, 71, won an easy victory, taking 314 votes of 462 valid ballots cast in the lower house of parliament, where his ruling Liberal Democratic Party holds a commanding majority with its coalition partner.

He bowed deeply as lawmakers applauded following the announcement, but made no immediate comment.

He is expected to announce his cabinet later Wednesday, with local media reporting he will retain a number of ministers from Abe's government.

Suga has said he will prioritise keeping coronavirus infections under control and kickstarting Japan's economy, and has promised to continue Abe's key policy programmes.

Draft rules readied for mobile device manufacturing
The Pakistan Telecommunication Auth­ority (PTA) on Tuesday floated the draft ‘Mobile Device Manufacturing Regulations and Authorisation’ to promote local manufacturing of handsets.

The draft regulations — in line with the government’s Mobile Device Manufacturing (MDM) Policy launched on June 2 this year — aims to encourage domestic production of low, medium and high-end smartphones.

Under the new licensing regime, foreign companies will be incentivised for investments in the manufacturing of mobile handsets in Pakistan. All stakeholders can file comments and feedback by Oct 5, 2020.

The PTA has said that this authorisation will come into force from the date of its issuance and would be valid for a period of ten years in Pakistan only. The regulations exclude Azad Jammu & Kashmir (AJ&K) and Gilgit – Baltistan (GB).

The draft states that one authorisation allows the manufacturer to go for a specific mobile brand only. A manufacturing plant is allowed to manufacturer mobile device models for a specific brand only and in case of more than one brand belonging to different manufacturers separate manufacturing facility and authorisation is required.

The manufacturer has to obtain ISO 9001 certification within one year from issuance of manufacturing authorisation. The manufacturer will have to ensure transfer of technology of mobile device manufacturing within three years from issuance of authorisation by PTA for the proliferation of technology and skill development within Pakistan.

PTA has highlighted that transfer of technology includes complete transfer of chipset design, set design & fabrication, display screen design & fabrication and associated accessories such as power cables, handsfree etc.

To promote localisation, PTA has made it mandatory for the manufacturer to ensure local packing materials are used and its cost has to be two per cent of total manufactured device. While other local components include chargers, Bluetooth hands free, mother board assembly, plastic body of the mobile set, display screens and battery.

At the same time, all localisation has to be manufactured as per the international standards.

The PTA draft also binds the manufacturer to give a six month advance notice to the regulator to ensure it has complied with all legal obligations including the warranty period of its product, after sales services support etc.

Application fee for the manufacturing licence is $5,000 or equivalent in Pak rupees and the total fee to get the manufacturing authorisation is $50,000 or its equivalent in local currency.

At the same time, any defaulter of PTA cannot apply for any authorisation licence and the shareholders or members of the defaulter company etc. cannot have ownership or be a shareholder in the new company applying for any mobile manufacturing devices.

Babar Azam should bat in middle-order, advises Mohammad Hafeez

Former Pakistan captain Mohammad Hafeez on Wednesday said that the star batsman and limited-overs skipper Babar Azam should bat in the middle-order as to experience different things.

“I think in the upcoming series against Zimbabwe, we should try a new opening pair," the all-rounder said, adding that it will help us evaluate the prospect of other opening batsmen in the domestic circuit.

"I believe Babar should come lower down the order,” Hafeez, who has scored 2,147, runs in 94 T20s, said while talking to a private news channel.

The cricketer believes that the Pakistan team management should give chance to youngsters in the upcoming series against Zimbabwe.

The Zimbabwe team was due to arrive in Pakistan for a series in October, which includes three Twenty20s and as many ODIs.

“This kind of series is a perfect opportunity to test your bench strength and give rest to seniors,” he added.

Pakistan Cricket Board’s Chief Executive Officer Wasim Khan has confirmed that the Zimbabwe home series will be split between Rawalpindi and Multan, The News had reported on Saturday.

The three-match ODI series would be staged in Multan whereas the T20s will be played in Rawalpindi.

New domestic cricket structure will polish Pakistan's raw talent: PM Imran

Prime Minister Imran Khan on Wednesday said that the new domestic cricket structure being introduced in the country would provide an excellent platform for emerging talent to learn and refine skills.

Addressing a Signing of Agreements Ceremony between Pakistan Cricket Board and the national broadcaster Pakistan Television Corporation (PTV), in Islamabad, the premier said: “I have been a witness to the fact that we have always had immense talent and despite a faulty system, our talent managed to stand out internationally."

"Pakistan can become unbeatable if we manage to mend and improve our mismanaged system,” he added.

The premier said that every newly-introduced system faces problems during the teething stages but the domestic structure is important as it will open doors of opportunity for the young and talented.

Referring to Australia as one of the best performing teams due to effective administration and meritocracy, the prime minister said that competition leads to a better system and a finer team performance.

“There are two important things [needed in order to stand out in the game]: the first is to introduce healthy competition and secondly, to bring people on merit,” he added.

The prime minister said that it was a 40-year-old dream of his to make the Pakistan cricket team the best in the world and he hopes that due to these newly-introduced reforms, the team would be able to shine in the next World Cup.

He said that it is imperative that PTV takes lead in the country's sports coverage, especially cricket, given the huge fan following of the game in Pakistan.

Recalling the times when the state-owned PTV was broadcast across South Asia, the premier said: “As they say, you survive when you adapt. Unfortunately, due to a myriad reasons [that I don’t want to discuss right now], our national broadcaster lagged behind the rest of the world.”

We hope that with our newly-introduced reforms the institution will see an improvement, with better revenues and quality of content, he added.

Earlier, the premier held a meeting with former Pakistani captains Misbah-ul-Haq, Mohammad Hafeez and Azhar Ali to discuss reforms in the country's cricketing system.

Regional cricket is the best domestic structure, said PM Imran in the meeting.

He said that he realises difficulties will arise from abolishing the old domestic structure, maintaining however that if the cricket system is to be fixed, then regional cricket is the only solution.

When the system is changed, there are no immediate results, the premier reasoned.

"The new domestic structure will bring real talent to the fore," he added.

The Khyber Pakhtunkhwa (KP) government on Wednesday suspended the Peshawar Bus Rapid Transit (BRT) service temporarily, as it conducts a technical review of the project's buses for safety purposes.

"A fresh review of BRT's buses will be held," said Spokesperson TransPeshawar Muhammad Omair. "The safety of the passengers is the institute's topmost priority," he added.

He said that a detailed review of the buses will be conducted by the company that manufactured them, adding that an investigation was also being carried out to determine why two buses of the project had caught fire earlier.

"A comprehensive investigation and inspection of all buses will be conducted," he said. "The BRT service will be restored after it is completely cleared [from defects] from all technical angles," added the spokesperson.

He said that the decision had been taken in the larger interest of Peshawar's citizens.

Three BRT buses have erupted into flames

Another bus of the BRT project — travelling on Hayatabad's feeder routes — caught fire today (Wednesday), making it the fifth one in total to have broken down while the third to have erupted into flames.

According to rescue officials, passengers inside the bus were taken out from the vehicle without any harm coming to them.

Before this incident, another BRT bus caught fire near Gulbahar Station, local media had earlier reported. According to eyewitnesses, the bus caught fire just as soon as it arrived at the station.

There were passengers inside the bus when it caught fire, however, they managed to escape just in time. Rescue 1122 was called to the site and the fire was doused.

The Peshawar BRT, one of the flagship projects of the government, was launched on August 13. The project was completed at a cost of Rs69 billion in 36 months.
