Punjab CM Buzdar appears before NAB

Punjab Chief Minister Usman Buzdar appeared before the National Accountability Bureau (NAB) in a case pertaining to allegedly issuing a liquor license to a hotel, illegally.

The Punjab chief minister arrived at the Bureau without any protocol, a stark comparison to PML-N vice-president Maryam Nawaz's appearance before NAB a day earlier.

According to NAB sources, issuing liquor licenses falls under the domain of the DG Excise, however, the Punjab chief minister allegedly used his influence in issuing them.

Last year in April, NAB had launched an investigation into Buzdar's alleged corruption after two complaints were filed with the anti-graft body against him.

Sources had said Buzdar was accused of getting a liquor-sale permit issued to a private hotel in Lahore.

The chief minister was also accused of getting a helicopter for his official use insured for Rs70 million, instead of Rs30 million, according to sources. Buzdar had directed to pay the insurance amount through a supplementary grant.

Sources had added that the Bureau had initiated proceedings for verification of the corruption complaints, for which the anti-graft body's Lahore bureau issued the directives.

The allegation had been rejected by then Punjab government spokesperson Shahbaz Gill.

SC petition against Khusro Bakhtiar and his brother

The Supreme Court on Wednesday dismissed a constitutional petition seeking disqualification of Federal Minister for Economic Affairs Khusro Bakhtiar and his brother Punjab Finance Minister Hashim Jawan Bakht.

A two-member bench of the apex court, headed by Justice Mansoor Ali Shah, rejected the petition after hearing arguments from the petitioner who took the Makhdum brothers to the SC for allegedly concealing their assets at the time of contesting 2018 general elections.

Hearing the case at the apex court’s Lahore registry, the bench observed that there seems no flaw in the Lahore High Court’s verdict that turned down the petitioner’s request to de-seat the duo.

The court further observed the petitioner should have fulfilled all legal requirements of filing an election petition.

The petitioner in his plea alleged that the federal minister and his brother concealed their assets when contesting the general elections from Rahim Yar Khan constituencies.

He pleaded with the bench to declare that Khusro Bakhtiar and Hashim Jawan Bakht are not liable to be a member of the National Assembly and Punjab Assembly, respectively.

The Supreme Court of Pakistan expressed anger at the dismal situation of cleanliness in Karachi.

Stating that the Sindh government has "totally failed" in the province.

A hearing into the nullahs encroachment case was held today at the Karachi registry of the apex court. Heading the bench, Chief Justice Gulzar Ahmad told the advocate general Sindh that the provincial government had "turned entire Karachi into a goth".

"The entire city is filled with filth and sewerage water," said the chief justice angrily. "Mosquitoes, flies and germs are everywhere. People are walking on stones [to cross sewerage water]," he added.

"In two months, Haji Lemo Goth will be cleared," the advocate general told the court.

"How many years has it been since you have been in power?" asked the top judge.

"This is our commitment towards you," responded the provincial government's lawyer.

"Your commitment should be with the people. But what have you done with them?" retorted Justice Gulzar. "The situation is bad from Karachi to Kashmore. Wherever one goes, the situation is the same," he added.

He asked the advocate general about the public-private partnership boards set up at Sindh's highways. "What is this? We can't allow such work to be carried out. How can you award a contract to someone else?" wondered the chief justice.

The chief justice said that there was "total destruction" and that Sindh government had "totally failed".

'Do we ask the federal government to rectify the province?'

"Rulers are the only ones who are enjoying themselves," said the chief justice. "This is turning into a province of total anarchy."

"Who will rectify the province? Do we ask the federal government to rectify the province," asked the chief justice. "Who will provide the people with their basic rights?"

Justice Faisal Arab lamented that people have to move the court to avail basic facilities such as water and power. "I belong to this province as well but look at the situation here," he said.

Mafias operating in Sindh, says CJ

Talking about the dismal state of affairs in the province, the chief justice said that mafias are operating in the city and that there is no rule of law in the province.

"The entire government machinery is involved [in Karachi's deteriorating situation] including the bureaucrats," said Justice Gulzar. "Millions of rupees are being earned, illegal documents get registered," he added.

The chief justice said that illegal practices take place at the registrar office. "One can't know in whose name his/her property is," said Justice Gulzar. "When a person dies, his/her children get to know that the property has been illegally occupied."

The chief justice said that Karachi was metropolitan city and that no country in the world could tolerate the destruction of its metropolitan city.

"We are seriously deliberating over Karachi's problems," replied the advocate general. "We are mulling over all legal and constitutional angles. Cannot say anything decisive but a decision will be taken soon," he added.

SC orders NDMA to clean all drains in Karachi

The apex court ordered the NDMA to clean all drains in Karachi, directing the Sindh government to provide all the support it can to the authority.

"NDMA will look after encroachments and other matters, besides cleaning drains," remarked the bench.

"Sindh government should provide assistance to the NDMA," ordered the court.

Corona cases in Pakistan rose to 285,921, recovery rate rose to 263,193

Google turning smartphones into earthquake detectors

Android phones will receive warnings triggered by a “ShakeAlert”
Google added an earthquake alert system in California, saying it is working on letting Android-powered smartphones double as tremor detectors.

Android phones will receive warnings triggered by a “ShakeAlert” earthquake early-warning system implemented on the West Coast by the US Geological Survey and partners.

ShakeAlert uses signals from hundreds of seismometers across the state to trigger warning messages that “an earthquake has begun and shaking is imminent,” according to the system’s website.

“We saw an opportunity to use Android to provide people with timely, helpful earthquake information when they search, as well as a few seconds warning to get themselves and their loved ones to safety if needed,” principal software engineer Marc Stogaitis said in a blog post.

People anywhere with smartphones powered by Google’s Android operating software were also invited to let handsets be part of a crowd-sourced network for detecting earthquakes.

Smartphones are typically equipped with tiny accelerometers that sense movement and can catch shaking caused by earthquakes, according to Stogaitis.

“This means your Android phone can be a mini seismometer, joining millions of other Android phones out there to form the world’s largest earthquake detection network,” Stogaitis said.

Android phones that detect what might be earthquake activity can automatically send a signal to a data center, where computers quickly interpret motion and location data in aggregate to determine whether a quake is happening, according to Google.

“We’re essentially racing the speed of light — which is roughly the speed at which signals from a phone travel — against the speed of an earthquake,” Stogaitis said.

“And lucky for us, the speed of light is much faster!”

Earthquake alerts are starting in California because the state has an extensive seismometer network in place. The alerts are expected to spread to other locations during the coming year as the phone-based detection network is established.

Fault-lines in the earth under California make it prime earthquake territory, and residents here are routinely warned of the inevitability of the next “big one.”

Meanwhile, a shallow 5.1-magnitude earthquake hit North Carolina on Sunday, shaking buildings in the biggest tremor in the area for more than 100 years.

Major earthquakes are relatively rare on the US east coast.
